Summary: Borough of Jefferson Hills Demolition Project
This is an Invitation for Bids (IFB) document prepared by the South Hills Area Council of Governments (SHACOG) on behalf of the Borough of Jefferson Hills in Allegheny County, Pennsylvania for demolition services. The project, designated CD 50-3.11.2, encompasses the demolition of two buildings in the base bid (1412 Worthington Avenue and 1420 High Road) and one additional building as an alternate bid item (317 Coal Valley Road). The scope of work for each location includes containment and offsite disposal of asbestos-containing materials, removal of all structures and contents with proper offsite disposal, utility disconnection coordination, sanitary sewer lateral capping, clean fill import, site grading and restoration, traffic control, and resident notification. Bidding documents became available May 14, 2026, through the PennBid electronic platform. Bids must be submitted electronically through PennBid by 10:00 A.M. on June 2, 2026, with electronic opening occurring at 10:01 A.M. the same day. The contract requires substantial completion within 30 calendar days and final completion within 45 calendar days from the commencement date, with liquidated damages assessed at $500 per calendar day for delays beyond the deadline. The base bid is structured as lump sum pricing for two separate demolition line items plus asbestos abatement at 1420 High Road, with an additional alternate bid for the third property. All bids must be accompanied by a bid bond equal to 10 percent of the maximum bid price (base bid plus all alternates). The successful bidder must provide performance and payment bonds each equal to 100 percent of the contract price, along with a two-year maintenance bond of 50 percent of the final contract value. Required insurance coverage includes workers' compensation with statutory limits, commercial general liability of $2,000,000 aggregate, and business auto liability of $1,000,000 combined single limit. The project is funded in part through U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds, making it a Section 3 Project requiring contractors to utilize lower-income residents for employment and training opportunities to the greatest extent feasible and to preferentially engage Section 3 business concerns. Compliance is mandatory with the Davis-Bacon Act (though demolitions are excluded from wage requirements), Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, Executive Order 11625 on minority business enterprise utilization, and Executive Order 12138 on female business enterprise utilization. All contractors must obtain and maintain a Unique Entity Identification (UEID) number through SAM.gov. Award is contingent upon HUD fund release, and payment processing may require 4 to 8 weeks from processing at the SHACOG office.

2.03 Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not authorize or confer a license for any other use.
2.04 During the bidding period, Bidders may be furnished with Addenda for additions to or alterations of the plans or specifications which shall be included in the work covered by the Proposal and become part of the Contract Documents. Such Addenda shall be signed by the Bidder and submitted with the Bid.
