About this file
This document contains specifications for wastewater treatment chemicals issued by the SHACOG Purchasing Alliance on behalf of its participating municipalities in Pennsylvania. The specifications detail requirements for two chemical products: Calcium Nitrate and Granular Caustic Soda, both intended for use in municipal wastewater treatment applications. The Calcium Nitrate specification requires 70% calcium nitrate in solution form delivered in 330-gallon totes with specific chemical composition parameters including calcium content of 11.7% and nitrogen content of 8.2%, while the Granular Caustic Soda specification calls for diaphragm grade material at 50% caustic soda with defined alkalinity levels and trace contaminant limits. Bidders were invited to submit proposals for either or both commodities through the PennBid electronic bidding platform, with bids due by 10:00 A.M. on April 9, 2026, and electronic opening immediately thereafter. The contract specifications indicate that this procurement is part of the 2026 Spring Commodities Bid encompassing multiple commodity categories for regional municipalities.
Delivery of Calcium Nitrate must occur between 7:00 A.M. and 2:00 P.M., Monday through Friday, utilizing dedicated containers exclusively for this product to maintain integrity and purity. The specification mandates use of air-powered diaphragm pumps with minimum 1.5-inch hoses and 15 gallons per minute capacity, with pricing to include pumping into multiple day tanks at remote lift stations. Bidders are required to identify specific products by brand and manufacturer and provide product information with their bid, along with product analysis documentation for delivered materials. The specifications permit economic price adjustments as outlined in the General Instructions to Bidders but prohibit other price adjustments or surcharges, including fuel surcharges, during the contract period. Each bid must be accompanied by a one-thousand-dollar bid bond made payable to SHACOG Purchasing Alliance and Its Participating Municipalities, and governing bodies retain the right to reject any or all bids or waive minor discrepancies when deemed in the best interest of the municipality.
