About this file

This is a specifications document for line painting and reflective glass beads services issued by the SHACOG Purchasing Alliance on behalf of its participating municipalities in Pennsylvania. The procurement solicits bids for traffic line painting services, including the application of paint and reflective glass beads to roadways in compliance with PennDOT standards. Contractors must be prepared to paint lines in four-inch widths at a coverage rate of 300 linear feet per gallon, apply reflective glass beads at six pounds per gallon, remove existing non-compliant lines, and layout new lines on newly resurfaced roads. Additionally, the alliance is accepting bids for Type I reflective glass beads (low index of refraction) manufactured from reclaimed soda lime cullet, packaged in moisture-proof containers, and available in two gradations for highway and pavement marking applications. Bids are due by 10:00 A.M. on April 9, 2026, via the PennBid electronic platform, with each participating municipality responsible for scheduling work and awarding contracts based on quoted prices.

Contractors must submit bids on paint brand selection and reflective bead brand identification as part of their proposals. All traffic paint must meet PennDOT specifications without thinning, and contractors must furnish traffic control devices, maintain compliance with the Manual on Uniform Traffic Control Devices and PennDOT standards, and arrange police protection at their own expense. Contractors shall possess line applicator equipment weighing not less than 19,000 GVW capable of painting parallel lines, single lines, and automatically dispensing beads and measuring line length. Each bid must be accompanied by a $1,000 bid bond payable to SHACOG Purchasing Alliance and Its Participating Municipalities. Upon contract award, contractors must provide proof of minimum insurance coverage including $500,000 automobile liability, $500,000 general liability, and statutory workers' compensation, along with performance and labor and materials bonds equal to 100 percent of contract price if requested. An economic price adjustment is permitted during the contract period; no other price adjustments, surcharges, or fuel surcharges are permitted. Reflective glass bead deliveries must be completed within five working days of order placement to designated municipal locations.

2. For line application, the bid shall be premised on a line width of four (4") inches and a coverage of 300 linear feet of line per gallon of traffic paint.

3. All traffic marking shall comply with PennDOT Official Traffic Control Devices, Title 75, Chapter 212, Subchapter C, as amended. Application of traffic lines and markings shall be in accordance with PennDOT specifications as set forth in PennDOT Publication 408, Section 962 – Painting Traffic Lines and Markings and PennDOT Publication 111M, Traffic Control – Pavement Markings and Signing Standards, as awarded.

4. Traffic paint shall not be thinned.

5. Only paint identified by the manufacturer as meeting PennDOT specifications for color, ingredients and performance shall be used. Contractor shall identify on the proposal form the brand of paint that will be used.

6. The contractor shall furnish the material and traffic control devices necessary for the maintenance and protection of traffic adjacent to and within the construction area. This may include flagging, traffic cones, signs or other traffic control devices. All such work shall be done as specified in the Manual on Uniform Traffic Control Devices (MUTCD), PennDOT Publication 213, current edition, and the approved Traffic Control Plan (TCP). The participating municipality shall be responsible for approving the TCP, which must be submitted by the contractor to the participating municipality at least five (5) working days prior to the commencement of work in the municipality. The participating municipality shall be responsible for enforcing the requirements of the TCP and contractor’s compliance with the MUTCD and PennDOT Publication 213.

7. EQUIPMENT:

Line Application. Contractor shall have a line applicator that is capable of: a) painting two (2) parallel lines of the width indicated (e.g., double yellow centerline), in either solid or broken patterns or various combinations thereof; b) capable of painting a single line (i.e., edge line, lane divider or center line), of the width indicated, in either solid or broken patterns, or various combinations thereof; c) automatically dispensing glass beads onto the painted surface, at the required application rate, by the pressurized glass-gun method; and d) automatically and continuously measuring the length of each line placed, to the nearest foot. A line applicator is typically a vehicle weighing not less than 19,000 GVW with steerable paint carriages in the paint apparatus operator’s compartment that is designed and manufactured for line painting purposes only.

Legend Application. Contractor shall have equipment capable of painting crosswalks, symbols, legends, stop lines and other miscellaneous items. The use of hand brushes or rollers for this type of application is not permitted. Glass beads may be hand-applied.

8. Contractor shall be prepared to work during hours consistent with the hours of the Public Works Department in the participating municipality. Contractor must assume that police protection will not be supplied by the participating municipality. Arrangements for police protection are contingent upon the resources in each participating municipality and must be made by the contractor with each participating municipality.

9. Contractor shall arrange and be responsible for the disposal of any paint cans from paint the Contractor supplies. Contractor shall flush and/or clean its equipment at its own facility unless other arrangements are made with the participating municipality.

10. Contractor shall be prepared to furnish a performance bond and a labor and materials bond in the amount of 100% of the contract price, if requested by the participating municipality. The amount of the bond will be determined by the quantity of work selected by the participating municipality.

11. Upon acceptance of the bid and scheduling of work by a participating municipality, Contractor shall provide to that municipality an insurance certificate or certificates evidencing the following minimum coverages of insurance:

Automobile Liability: $500,000.00 General Liability: $500,000.00 Workers Compensation: Statutory

When used, reflective glass beads shall be applied at the rate of six (6) pounds per gallon of paint. Contractor shall identify on the proposal form the brand of beads that will be used.

14. Contractor shall submit a bid for the layout of new lines on newly resurfaced roads, tar and chipped roads, or seal coated roads when the application of new or freshly painted lines is needed. Layout of new lines shall consist of inspecting the section of road to be marked with new lines, making any needed calculations for the proper placement of those new lines, and placing any needed preliminary markings to facilitate the installation of the new lines. Mere painting of new lines on newly surfaced roads, tar and chipped roads, or seal coated roads without having performed this additional work does not constitute the layout of new lines and will not entitle Contractor the additional charge for the layout of new lines. The participating municipality shall be responsible for identifying the section of road on which the layout of new lines is required together with the starting and stopping points of the new line.

15. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.
