About this file

This specification document outlines the procurement requirements for Mushroom Compost by the SHACOG Purchasing Alliance on behalf of its participating municipalities in Pennsylvania. The mushroom compost, also known as Spent Mushroom Substrate (SMS) or Mushroom Soil, is a byproduct of mushroom farming composed of agricultural materials including hay, straw, poultry litter, cottonseed meal, cocoa shells, gypsum, and sphagnum peat moss. Bidders are required to maintain a stockpile at a designated dry, covered storage location and possess equipment to load municipal trucks. The specification allows for two bidding options: delivered and dumped product with all transportation costs included, or FOB pickup at the bidder's designated storage area. Deliveries must be completed within five working days of order placement, and bidders must specify their minimum delivery quantity requirement and storage area location on bid submissions.

Pricing for delivered product must include the cost of materials and all hauling, transportation, and delivery charges, with the option for bidders to submit separate delivery charge schedules by geographical area if desired. An economic price adjustment is permitted per the General Instructions to Bidders; however, no other price adjustments or fuel surcharges are allowed during the contract period. Payment is made solely on the basis of actual tons of dry material delivered, as verified by certified weight slips and bills of lading. All shipments must be accompanied by documentation certifying that materials meet SHACOG specifications, are reasonably free of contamination, and include truck tare weight, gross weight, net weight, material quality, producer information, and shipment date. The participating municipality retains the right to reject shipments that are excessively wet or fail to meet specifications, and the municipality is the sole judge of material condition upon delivery.

SHACOG Purchasing Alliance - 2026 Specifications for Mushroom Compost (1 of 2)

SHACOG PURCHASING ALLIANCE

SPECIFICATIONS FOR MUSHROOM COMPOST

1. Bids are being solicited for Mushroom Compost, also referred to as ASpent Mushroom Substrate (SMS)@ or AMushroom Soil.@

2. Mushroom Compost is made from agricultural materials, such as hay, straw, straw hose bedding, poultry litter, cottonseed meal, cocoa shells and gypsum. Sphagnum peat moss adds to the organic nature of the substrate, providing a consistent, formulated and homogeneous product. It is a viable and useful by-product of mushroom farming. Mushroom Compost has high water and nutrient holding capacity and exhibits no nitrogen draw down problems.

3. Bidder shall furnish the Mushroom Compost from a designated storage area, which is to be identified by bidder on the bid blank. A stockpile sufficient to furnish the requirements of this bid shall be maintained at the designated storage area in a dry, covered location. Bidder shall have the equipment necessary to load municipal trucks at the designated storage area.

4. Bids are requested for both Delivered and Dumped product and product picked up by the participating municipality, FOB bidder=s designated storage area.

5. Bids for the Delivered and Dumped product must include the price of the product and all hauling, transportation and delivery charges.

6. Recognizing the geographical diversity of the area that Bidder must service, which may impact hauling, transportation and delivery considerations by Bidder, Bidder may, if it so desires, submit a separate schedule of delivery charges for the areas being serviced. If Bidder chooses to submit such a schedule, these delivery charges will be added to the ADelivered and Dumped@ price submitted by Bidder to achieve the total Delivered and Dumped price.

7. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.

8. The bid for the delivered product shall include the delivery to and unloading (dumping) at any park, street, road area or storage site within the participating municipality as designated at the time of order by that municipality. Delivery is to be made to the participating municipality within five (5) working days of the placement of the order by the municipality. The five (5) working day period shall commence on the first working day following the day on which the order is placed.

9. Bidder shall specify the minimum quantity required for delivery.

10. When a delivery is to be made, the materials in the truck shall be weighed on certified scales by a certified weighmaster. No delivery will be accepted by the participating municipality at the point of destination unless accompanied with a copy of the properly filled out weight slip. Vendor must furnish its bill of lading for each delivery (one copy retained by the vendor and one copy included with the shipment to the participating municipality). The form shall contain the following information:

$ Statement that material has been tested and meets SHACOG Purchasing Alliance specifications $ Class of Material $ Truck Number

SHACOG Purchasing Alliance - 2026 Specifications for Mushroom Compost (2 of 2)

$ Date of Shipment $ Producer=s Name and Location $ Truck tare weight, loaded gross weight and net weight, and material gross weight $ Quality of Material $ Statement that the shipment container was determined to be reasonably free of contamination immediately prior to hauling

11. Full payment for delivered material shall be made only on the basis of the actual number of tons of dry material delivered, as determined from the bills of lading and weight slips furnished to the participating municipality at the point of delivery. The participating municipality shall be the sole judge of the conditions of the materials when delivered and may reject any shipments which are excessively wet.

12. The FOB price shall include the loading of municipally supplied vehicles at the bidder=s designated storage area. Bidder shall identify in its bid the minimum quantity that must be purchased to secure the FOB price.

13. Bidder shall set forth the location of its designated storage area on the bid blank.
