About this file
This is a specification document for road aggregates issued by the SHACOG Purchasing Alliance for participating municipalities across Pennsylvania. The specification outlines procurement requirements for six categories of road aggregates: slag (air-cooled), crushed river gravel, limestone, rip-rap, gabion stone, and sand in various sizes, all of which must comply with PennDOT Publication 408 standards. Bids are requested for both delivered and dumped products and pickup options with FOB pricing at the source of supply. Deliveries must be completed within four working days of order placement to designated sites within the participating municipality. Bidders may submit different pricing for each Council of Governments (COG) to account for geographical diversity and transportation variations. The specification document provides comprehensive requirements for material testing, certification, weight verification through certified scales and weigh masters, and bill of lading documentation that must accompany all deliveries.
Pricing for delivered and dumped products must include all hauling, transportation, and delivery charges, with full payment made only on the basis of actual tons of dry materials delivered as documented by bills of lading and weight slips. Economic price adjustments are permitted under the General Instructions to Bidders, but no other price adjustments, surcharges, or fuel surcharges may be imposed during the contract period. Bidders must specify minimum delivery quantities and identify all source locations that will service participating municipalities. The specification requires that participating municipalities be the sole judge of material condition upon delivery and may reject excessively wet shipments. At contract conclusion, successful vendors are required to report to the Purchasing Alliance regarding which municipalities purchased materials, product types, and quantities purchased if requested.
