Brentwood Borough ADA Curb Ramp Improvements Project Manual
This is a construction project manual and bidding document package for the Brentwood Borough ADA Curb Ramp Improvements project, administered by the South Hills Area Council of Governments (SHACOG) on behalf of the Borough of Brentwood, Pittsburgh, Pennsylvania. The project involves the installation of ADA-compliant curb ramps, concrete sidewalk replacement, and deep-set concrete curb installation within the South Hills area. The scope of work includes three primary unit price items: ADA curb ramp removal and installation (635 square feet), 4-inch concrete sidewalk removal and installation at existing slab widths (325 square feet), and deep-set concrete curb removal and installation to a minimum 18-inch depth (275 linear feet). Bids were due July 30, 2026, with electronic opening scheduled for 10:01 A.M. the same day. The contractor must achieve Substantial Completion by October 31, 2026, and final completion by November 15, 2026. The project is funded through CDBG Year 50 (Community Development Block Grant funds), with a budget code of 09-446.610.
The contract is structured as a unit price agreement, with payment based on actual quantities of work completed rather than fixed estimated quantities. Liquidated damages are assessed at $500 per day for delays beyond the Substantial Completion date, plus additional reimbursement for owner-incurred costs related to delay. Contractors must submit bids with a 10 percent bid bond and are required to comply with Davis-Bacon Act prevailing wage requirements, federal civil rights provisions, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act. This is designated as a Section 3 project requiring utilization of lower-income residents and Section 3 business concerns to the greatest extent feasible. Performance and payment bonds equal to 100 percent of the contract price are required. Successful bidders must execute the Agreement and provide all required bonds and insurance documentation within 15 days of the Notice of Award. Progress payments are made monthly at 90 percent of completed work with 10 percent retainage, increasing to 98 percent once 90 percent completion is achieved if progress is satisfactory.
