About this file

This file contains specifications for plastic pipe products solicited by the SHACOG Purchasing Alliance for its participating municipalities in Pennsylvania. The specifications detail four categories of plastic pipe products being procured: corrugated polyethylene pipe and couplers; heavy-duty corrugated polyethylene pipe with smooth interior including couplers, wyes, and tees; heavy-duty polyethylene pipe with bell end including couplers, wyes, and tees; and SDR 35 PVC pipe. All products must conform to specified industry standards, including AASHTO M 252, AASHTO M 294, ASTM D 2412, ASTM D 3034, ASTM F 679, ASTM F 785, and AASHTO M 278, depending on the pipe type and diameter. Bidders must identify the manufacturer of each pipe product on their proposal forms. Bids were requested for submission by April 9, 2026, via the PennBid electronic bidding platform, with a required bid bond of $1,000.

Pricing is offered on two bases: delivered product to any participating municipality within five working days of order placement, and FOB pickup at the bidder's source of supply, storage yard, or warehouse with loading included. Bidders must specify the minimum order quantity or dollar amount required to achieve the delivered price and identify their supply location. For orders below the minimum required for the delivered price, municipalities may elect to pick up product at the FOB price or arrange shipping at FOB terms. An Economic Price Adjustment is permitted per the General Instructions to Bidders, but no other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period. Member municipalities reserve the right to reject any or all bids or waive minor discrepancies in bids or specifications.
