About this file
This is a specifications document for precast concrete inlets and risers issued by the South Hills Area Council of Governments (SHACOG) Purchasing Alliance as part of the 2026 Spring Commodities Bid. The bid solicits proposals for precast concrete inlet and riser products to be supplied to participating municipalities within the SHACOG service area. Bids were due by 10:00 A.M. on April 9, 2026, through the PennBid electronic bidding platform. Bidders may submit proposals on any or all commodities listed in the broader 2026 Spring Commodities Bid, which includes road aggregates, bituminous materials, traffic control products, and various other municipal supplies. The specifications require that products be manufactured from fresh concrete poured continuously in a single pour within one and one-half hours, with high-quality reinforcement material. All precast concrete inlets must meet or exceed the minimum standards established in PennDOT Publication 408, current edition, with any deviations from these specifications requiring written explanation from the bidder.
Bidders must submit pricing for both delivered product and FOB pickup from the bidder's source of supply, storage yard, or warehouse, with delivery to participating municipalities required within five working days of order placement. Bidders shall establish minimum order requirements in terms of dollar amount or quantity to achieve the quoted delivered price. The FOB price must include loading of municipally supplied vehicles. Bidders may submit separate delivery charge schedules by geographic service area if desired, with such charges added to the base delivered price. An Economic Price Adjustment is permitted as provided in the General Instructions to Bidders, but no other price adjustments, surcharges, or fuel surcharges may be imposed during the contract period. Each bid must be accompanied by a $1,000 bid bond made payable to "SHACOG Purchasing Alliance and Its Participating Municipalities." The governing bodies of member municipalities reserve the right to reject any or all bids or waive minor discrepancies when deemed in the municipality's best interest.

SHACOG Purchasing Alliance - 2026 Specifications for Precast Concrete Inlets (1 of 1)
SHACOG PURCHASING ALLIANCE
SPECIFICATIONS FOR PRECAST CONCRETE INLETS AND RISERS
1. Bids are being solicited on the Precast Concrete Inlet and Riser products listed on the bid blank.
2. Products shall be made of fresh concrete. Products made of hot concrete are not acceptable. The fresh concrete shall be poured into the form from the mixer and vibrated in for no more than one and one-half (1½) hours. The fresh concrete shall be poured once in a continuous pour, not multiple pours at different times. The reinforcement material shall be of a high quality.
3. Precast Concrete Inlets shall meet, as a minimum, the specifications set forth in PennDOT
Publication 408, current edition, and all amendments thereto or other bulletins. If the specifications for any of the product(s) bid differs from those set forth in PennDOT Publication 408, bidder shall submit a written statement with its bid describing the difference(s) in the specifications for those product(s).
4. Bids are requested for both delivered product and pickup, FOB the bidder’s source of supply, storage yard or warehouse. The Delivered Price shall include delivery to any location within a participating municipality as designated at the time of the order by that municipality. Delivery is to be made to the participating municipality within five (5) working days of the placement of the order by the municipality. The five (5) working day period shall commence on the first working day following the day on which the order is placed. The bidder shall set forth on the bid blank what constitutes the minimum order required in terms of either dollar amount or quantity of product for the participating municipality to achieve the Delivered Price. For orders less than the minimum required to achieve the Delivered Price, the participating municipality may pick up the smaller quantity at the successful bidder’s source of supply, storage yard or warehouse at the FOB Price or order the smaller quantity and have it shipped by the successful bidder FOB the successful bidder’s source of supply, storage yard or warehouse. The FOB Price shall include the loading of municipally supplied vehicles at the successful bidder’s source of supply, storage yard or warehouse. The bidder shall set forth the location of its source of supply, storage yard or warehouse on the bid blank.
5. Recognizing the geographical diversity of the area that Bidder must service, which may impact hauling, transportation and delivery considerations by Bidder, Bidder may, if it so desires, submit a separate schedule of delivery charges for the areas being serviced. If Bidder chooses to submit such a schedule, these delivery charges will be added to the “Delivered” price submitted by Bidder to achieve the total Delivered price.
6. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General
Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.
