About this file

This document contains the 2026 specifications for traffic signs, sign posts, and related materials established by the SHACOG Purchasing Alliance on behalf of its member municipalities in Pennsylvania. The specifications detail requirements for sign faces, blanks, finished signs, roll-up signs, letters, and sign posts to be procured through the 2026 Spring Commodities Bid. Bids are being accepted for traffic signs and sign posts through the PennBid electronic platform, with a bid submission deadline of 10:00 A.M. on April 9, 2026. Deliverables encompass finished aluminum signs compliant with PennDOT Publication 236 standards, retroreflective sheeting meeting ASTM D4956 requirements, precut retroreflective sheets in standard widths ranging from 6 to 48 inches, colored overlay films, protective overlay films, and various steel sign post configurations including channel bar posts, square posts, and breakaway posts. The procurement is open to any qualified bidders on an item-by-item basis with no minimum order requirements for unit pricing.

Pricing shall be provided on a unit price basis with no quantity discounts permitted as a condition of the bid price, though quantity discounts may be noted separately. Delivery is included in the bid price for sign orders equaling or exceeding $500.00 and for sign post orders of 25 or more units; smaller orders may be picked up at the bidder's warehouse or shipped FOB warehouse. All deliveries must be completed within ten working days of purchase order issuance, with liquidated damages of $10.00 per calendar day assessed for late delivery. Bidders must provide their PennDOT Manufacturer's Number and warehouse location on the bid blank and must identify any exceptions to specifications in writing with specific justifications. An Economic Price Adjustment is permitted per the General Instructions to Bidders; however, no other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period. Each bid must be accompanied by a $1,000.00 bid bond made payable to "SHACOG Purchasing Alliance and Its Participating Municipalities," and bidders may submit proposals on any or all commodities in the 2026 Spring Commodities Bid.

SHACOG Purchasing Alliance - 2026 Specifications for Traffic Signs and Sign Posts (1 of 4)

SHACOG PURCHASING ALLIANCE

SPECIFICATIONS FOR TRAFFIC SIGNS

1. Bids are being solicited for the Faces, Blanks, Finished Signs, Roll-Up Signs, and Letters listed on the bid blank. Where applicable faces and finished signs shall comply with the specifications for signs set forth in PennDOT Publication 236, current edition, Handbook of Approved Signs.

2. All aluminum shall conform to ASTM B209 Alloy GS-11A-T6 (3105-H38) and be coated with a

1200 allodine finish. Blanks and Finished Signs shall be free of buckles, warps, dents and burrs.

Blanks shall be a continuous section of the length, width and thickness required. Holes shall be punched in accordance with PennDOT drawings and specifications.

3. The retro reflective sheeting on Finished Signs shall consist of white or colored sheeting having a smooth outer surface and that essentially has the property of a retro reflector over its entire surface. Retro reflective sheeting shall conform to all requirements of the current version of ASTM D4956. The retro reflective sheeting shall be applied to a properly cleaned and prepared aluminum sign blank in accordance with the retro reflective sheeting manufacturer’s recommendations. Pre-covered sign blanks shall be free of ragged edges and must be supplied clean and free of scratches, grease, oil, lubricants, or other contaminants. Pre-covered blanks shall be securely packaged to prevent damage during transit or storage according to the sheeting manufacturer’s recommendations.

4. All retro reflective sheeting roll goods shall be of new manufacture. Material shall be packaged with the rolls suspended by plastic or cardboard end-plugs and placed in sturdy packaging to prevent damage while in transit or storage. When requested, the sheeting manufacturer shall provide the agency with independent testing certification, or a manufacturer’s certificate of compliance to demonstrate compliance with all requirements of ASTM D4956.

5. Precut retro reflective sheeting shall have a pressure-sensitive adhesive protected by an easily removable protective liner. Precut sheets shall be free of ragged edges, and must be supplied clean and free of scratches, grease, oil, lubricants, or other contaminants. Precut sheets shall be supplied square or rectangular in shape, in standard width dimensions of 6", 12", 18", 24" 30", 36" or 48" and in lengths specified by the participating municipality. Precut sheets shall be oversized 1/32" to 9/16" in each dimension to allow for trimming after application to the substrate. Precut sheets shall be securely packaged to prevent damage during transit or storage according to the sheeting manufacturer’s recommendations.

6. The Transparent Colored Overlay Film shall consist of dimensionally stable, transparent, colored acrylic film that is coated with a transparent, pressure sensitive adhesive that is protected by a removable liner. The overlay film shall be designed for kiss-cutting on electronic cutting machines, and allow for weeding, application, and adhesion to the surface of retro reflective sheeting. Colored overlay film shall meet the current applicable daytime and nighttime color requirements for ASTM D4956.

7. Protective Overlay Films used as a protective barrier are not traditionally subjected to electronic cutting or weeding during application, but are used as a full sign face over laminate. Protective overlay film is coated with a transparent, pressure sensitive adhesive that is protected by a removable liner. Standard overlay film shall consist of dimensionally stable, transparent film allowing limited capacity for cleaning with the use of solvents or other chemicals as recommended by the manufacturer. Premium overlay films shall consist of a highly durable, SHACOG Purchasing Alliance - 2026 Specifications for Traffic Signs and Sign Posts (2 of 4) transparent fluoropolymer film, dimensionally stable, with chemical composition hampering adhesion to its surface by marking pens, lipstick, stickers, decals, and many spray paints.

Premium overlay film shall exhibit solvent resistance allowing for increasingly stronger solvents to clean spray paints without damaging the film.

8. Bidder must provide, on the bid blank, its PennDOT Manufacturer’s Number or the name and the

PennDOT Manufacturer’s Number of the company that will manufacture the signs for the bidder.

9. The bid price shall include delivery to the participating municipality if the order equals or exceeds $500.00 in total sign purchases. For orders less than $500.00 (unloaded by the municipality) in total sign purchases, the participating municipality may pick up the smaller quantity from the successful bidder’s warehouse at the bid price(s) or order the smaller quantity at the bid price(s) and have it shipped by the successful bidder FOB the successful bidder’s warehouse. Bidder shall set forth the location of its warehouse on the bid blank.

10. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General

Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.

11. Delivery shall be made to the participating municipality within ten (10) working days from the date of the purchase order. Delivery shall be to the site within the participating municipality as designated at the time of order by that municipality. If any order is not delivered within the time limits specified, the delay will interfere with the proper management of the participating municipality’s public works activities to the loss and damage of the participating municipality.

From the nature of the case it would be impractical and extremely difficult to fix the actual damage sustained in the event of any such action. In the event of any such delay, the amount of damage which will be sustained in the delay is, therefore, established and agreed to be ten ($10.00) dollars per calendar day and said amount will be paid as liquidated damages and not as a penalty. The participating municipality, at its option, may deduct any such amounts due as liquidated damages from any money payable to the successful bidder or may bill the successful bidder as a separate item. The participating municipality shall notify the successful bidder in writing of any claims for liquidated damages before the date any such deduction is made from money payable to the successful bidder.

12. All prices are to be unit prices. Requiring a minimum quantity or order to achieve the bid price is not permitted. Quantity discounts, if offered, may be noted at the end of the bid.

13. Any exception to any part of the specifications must be clearly set out and fully explained in writing and submitted with the bid as to why the bidder is taking exception. The reasons for the exception must be specific. The existence of the exception should be noted in the “Vendor Notes” section of the bid and attached to the printed bid submitted as part of the bidder’s sealed bid. The bidder should be aware that the exception may constitute a counter proposal, does not have to be accepted, and may cause the bid to be rejected.
