About this file
This specification document outlines the requirements for the 2026 Spring Commodities Bid administered by the South Hills Area Council of Governments (SHACOG) Purchasing Alliance on behalf of its participating municipalities in Pennsylvania. The solicitation requests bids for Frames, Rings, Lids, and Grates in two distinct product categories: cast iron (gray, malleable, or ductile iron) and steel (structural steel). All products must comply with PennDOT Publication 408 current edition and amendments. Bids are due by 10:00 A.M. on April 9, 2026, via the PennBid electronic bidding platform. Bidders may submit proposals on any or all commodities listed in the overall 2026 Spring Commodities Bid, which includes twenty-two additional items ranging from road aggregates to portable toilet rental services. Each bid must be accompanied by a one thousand dollar ($1,000.00) bid bond made payable to SHACOG Purchasing Alliance and Its Participating Municipalities.
Bidders must provide pricing for both delivered product and FOB (Free on Board) pickup options, with delivery to participating municipalities required within five working days of order placement. Bidders shall establish minimum order requirements in terms of dollar amount or quantity to achieve the delivered price and must identify their source of supply, storage yard, or warehouse location on the bid blank. FOB pricing includes loading of municipally supplied vehicles. Bidders may submit separate delivery charge schedules for different service areas, which will be added to the delivered price. Economic Price Adjustment clauses are permitted as provided in the General Instructions to Bidders; however, no other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period. The governing bodies of member municipalities reserve the right to reject any or all bids or waive minor discrepancies in the bid or specifications.

SHACOG Purchasing Alliance - 2026 Specifications for Frames, Rings, and Grates (1 of 1)
SHACOG PURCHASING ALLIANCE
SPECIFICATIONS FOR FRAMES, RINGS AND GRATES
CAST IRON AND STEEL
1. Separate bids are being solicited on the Cast Iron (gray, malleable or ductile iron) Frames, Rings, Lids and Grates and the Steel (structural steel) Frames, Rings, Lids and Grates listed on the bid blank. These are two distinct groups of products. Bids for steel products are not to be submitted as substitutes for cast iron products and bids for cast iron products are not to be submitted for steel products.
2. Frames, Rings, Lids and Grates enumerated on the bid blank shall comply with the specifications set forth in PennDOT Publication 408, current edition, and all amendments thereto or other bulletins, and shall be constructed of the material identified on the proposal form.
3. Bids are requested for both delivered product and pickup, FOB the bidder’s source of supply, storage yard or warehouse. The Delivered Price shall include delivery to any location within a participating municipality as designated at the time of the order by that municipality. Delivery is to be made to the participating municipality within five (5) working days of the placement of the order by the municipality. The five (5) working day period shall commence on the first working day following the day on which the order is placed. The bidder shall set forth on the bid blank what constitutes the minimum order required in terms of either dollar amount or quantity of product for the participating municipality to achieve the Delivered Price. For orders less than the minimum required to achieve the Delivered Price the participating municipality may pick up the smaller quantity at the successful bidder’s source of supply, storage yard or warehouse at the FOB Price or order the smaller quantity and have it shipped by the successful bidder FOB the successful bidder’s source of supply, storage yard or warehouse. The FOB Price shall include the loading of municipally supplied vehicles at the successful bidder’s source of supply, storage yard or warehouse. The bidder shall set forth the location of its source of supply, storage yard or warehouse on the bid blank.
4. Recognizing the geographical diversity of the area that Bidder must service, which may impact hauling, transportation and delivery considerations by Bidder, Bidder may, if it so desires, submit a separate schedule of delivery charges for the areas being serviced. If Bidder chooses to submit such a schedule, these delivery charges will be added to the “Delivered” price submitted by Bidder to achieve the total Delivered price.
5. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General
Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.
