About this file
This is a specifications document for hardwood bark mulch issued by the SHACOG Purchasing Alliance on behalf of participating municipalities in Pennsylvania. The procurement solicits bids for single shred, double shred, and triple shred hardwood bark mulch, as well as colored/dyed variants. The material must be shredded and aged from debarking operations, measuring between 1/4 inch and 2 inches in any dimension, and must be free from foreign material, coarse stems, viable noxious weed seeds, insect life, decomposed material, shredded pallets, yard waste, recycled lumber, and sewage. Bidders must identify available colors for dyed products and maintain a designated storage area with sufficient stockpile to fulfill bid requirements. The SHACOG Purchasing Alliance is accepting bids for the 2026 Spring Commodities through the PennBid electronic platform, with bid submission deadline of 10:00 AM on April 9, 2026. Bidders may submit proposals for delivery and dumping to any park, street, road area, or storage site within participating municipalities within five working days of order placement, or for FOB pickup at the bidder's designated storage area.
Bids are requested for three delivery options: delivered and dumped, FOB at the bidder's storage area, and delivery and installation using a blower truck capable of installing at least 100 cubic yards per day. Bidders must specify minimum quantities required for each option. All delivered material must be weighed by a certified weighmaster on certified scales, accompanied by properly completed weight slips and bills of lading containing material class, truck number, shipment date, producer information, tare and gross weights, quality assessment, and certification of contamination-free container. Payment is based solely on actual tons of dry material delivered as determined by weight documentation, with the municipality retaining the right to reject excessively wet shipments. Bidders may submit separate delivery charge schedules for different geographical service areas. Each bid must be accompanied by a $1,000 bid bond made payable to "SHACOG Purchasing Alliance and Its Participating Municipalities." An Economic Price Adjustment is permitted as provided in the General Instructions to Bidders; no other price adjustments or fuel surcharges may be imposed during the contract period.

Delivery is to be made to the participating municipality within five (5) working days of the placement of the order by the municipality. The five (5) working day period shall commence on the first working day following the day on which the order is placed.
7. Bidder shall specify the minimum quantity required for delivery.
8. The FOB price shall include the loading of municipally supplied vehicles at Bidder=s designated storage area. Bidder shall identify in its bid the minimum quantity that must be purchased to secure the FOB price.
9. Bidder shall set forth the location of its designated storage area on the bid blank.
10. When a delivery is to be made, the materials in the truck shall be weighed on certified scales by a certified weighmaster. No delivery will be accepted by the participating municipality at the point of destination unless accompanied with a copy of the properly filled out weight slip. The participating municipality shall be the sole judge of the conditions of the materials when delivered and may reject any shipments which are excessively wet.
12. Bidder is also requested to submit a bid for the delivery and installation of each of the hardwood bark mulch products identified in Section 1 above with a blower truck which has the ability to install at least 100 cubic yards per day. The price is to include the hardwood bulk mulch, delivery and the cost of installation.

14. Bids for the Delivered and Installed product must include the price of the product and all hauling, transportation, installation and delivery charges.

If Bidder chooses to submit such a schedule, these delivery charges will be added to the ADelivered and Dumped@ price submitted by Bidder to achieve the total Delivered and Dumped price.
16. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General
Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.
