About this file

This is a specification document for ballfield mixture procurement issued by the SHACOG Purchasing Alliance on behalf of participating municipalities in Pennsylvania. The ballfield mixture is a sandy loam material intended for use in municipal recreation areas and must meet specific composition requirements: 55-65% sand, 20-30% silt, 10-20% clay, and no more than 2% gravel with particles not exceeding 2mm. The material must be screened through a 3/8 inch screen with a bulk density of approximately 80 pounds per cubic foot. Bidders must identify a designated storage area with adequate stockpile capacity maintained in a dry, covered location and must possess equipment for loading municipal trucks. Bids are requested for both delivered and dumped product and pickup options with a five-working-day delivery requirement from order placement. The specification document does not provide specific bid submission deadlines or award dates beyond general procurement parameters.

Pricing must be submitted separately for delivered and dumped product versus FOB pickup at the bidder's storage location. Bidders may submit separate delivery charge schedules by geographic area if desired, which will be added to the base price for total landed cost. An Economic Price Adjustment clause is permitted, but no other price adjustments or fuel surcharges are allowed during the contract period. Bidders must specify minimum quantities for both delivery and FOB purchase options and identify their designated storage location. All deliveries require certification by a licensed weighmaster with accompanying bills of lading and weight slips, and payment is issued based solely on actual tonnage of dry material delivered as verified by these documents. Participating municipalities reserve the right to reject shipments deemed excessively wet and serve as the sole judge of material condition upon delivery.

8. Bids for the Delivered and Dumped product must include the price of the product and all hauling, transportation and delivery charges.

If Bidder chooses to submit such a schedule, these delivery charges will be added to the ADelivered and Dumped@ price submitted by Bidder to achieve the total Delivered and Dumped price.

15. When a delivery is to be made, the materials in the truck shall be weighed on certified scales by a certified weighmaster. No delivery will be accepted by the participating municipality at the point of destination unless accompanied with a copy of the properly filled out weight slip. Vendor must furnish its bill of lading for each delivery (one copy retained by the vendor and one copy included with the shipment to the participating municipality). The form shall contain the following information:

$ Statement that material has been tested and meets SHACOG Purchasing Alliance specifications $ Class of Material $ Truck Number $ Date of Shipment $ Producer=s Name and Location $ Truck tare weight, loaded gross weight and net weight, and material gross weight $ Quality of Material $ Statement that the shipment container was determined to be reasonably free of contamination immediately prior to hauling

16. Full payment for delivered material shall be made only on the basis of the actual number of tons of dry material delivered, as determined from the bills of lading and weight slips furnished to the participating municipality at the point of delivery. The participating municipality shall be the sole judge of the conditions of the materials when delivered and may reject any shipments which are excessively wet.
