About this file

This is a specifications document for engineered wood fiber playground surface material ("Wood Carpet") issued by the SHACOG Purchasing Alliance on behalf of participating municipalities in Pennsylvania. The procurement solicits bids for virgin North American hardwood playground surface material that meets specific industry standards including ASTM F 1292-13 for impact attenuation, ASTM F 1951-09b for accessibility, and ASTM C 136-95A for sieve analysis. The material must be randomly sized, approximately ten times longer than wide, with 98 percent of dimensions not exceeding 4.00 centimeters in length, 1.30 centimeters in width, and 3.25 centimeters in depth. Bids are requested for three delivery options: delivered and dumped product with minimum quantities of 50 and 100 cubic yards, FOB pickup by the municipality from the bidder's designated storage area, and delivered and installed material using a blower truck capable of installing at least 100 cubic yards per day. Delivery of dumped product must occur within five working days of order placement, and all shipments require certification by a certified weighmaster and accompanying bills of lading documenting material testing compliance, truck identification, producer information, and confirmation of container cleanliness prior to loading.

Bids are due April 9, 2026, at 10:00 AM through the PennBid electronic platform, with each bid requiring a $1,000 bid bond payable to SHACOG Purchasing Alliance and Its Participating Municipalities. The specifications require bidders to identify their designated storage area location and minimum purchase quantities for FOB pricing. Material specifications mandate virgin hardwoods only with no recycled or chemically treated wood, a coefficient of permeability greater than 0.6 cm/sec per ASTM D 2434, and moisture absorption not exceeding 150 percent by weight. Payment is calculated based on actual dry material tonnage as determined from certified weight slips, with municipalities retaining the right to reject excessively wet shipments. Bidders may submit separate delivery charge schedules for different geographical service areas if desired. Economic price adjustments are permitted per the General Instructions to Bidders, but no other price adjustments or fuel surcharges are allowed during the contract period. The SHACOG Purchasing Alliance and participating municipalities reserve the right to reject any or all bids or waive minor discrepancies at their discretion.

AWood Carpet.@

2. The playground surface material shall consist of virgin North American hardwoods such as oak, maple, ash, poplar, hickory, beech, birch, eucalyptus and locust. All woods shall be debarked and shall be free of soil, leaves, twig material and any other contaminants which hasten decomposition. No chemical treatment or additives shall be present. No recycled wood from pallets or waste wood shall be incorporated into the material.

3. The playground surface material shall meet the following test standards:

$ The impact criteria ASTM F 1292-13 - Impact Attenuation of Surface Systems Under and Around Playground Equipment.

$ The accessibility criteria of ASTM F 1951-09b - Provisional Standard Specification for

Determination of Accessibility of Surface Systems Under and Around Playground Equipment.

$ The following sieve analysis results using ASTM C 136-95A:

Percent Passing Through Sieve

Specifications Cumulative Passing Sieve Size Min. Max. by Weight in %

3/4 in. 99 100 100 3/8 in. 85 100 95 No. 16 0 15 3

4. The playground surface material shall be randomly sized, approximately ten (10) times longer than wide.

Ninety-eight (98%) percent of the playground surfacing material dimensions shall not exceed 4.00 centimeters in length, 1.30 centimeters in width and 3.25 centimeters in depth.

5. The coefficient of permeability is greater than 0.6 cm/sec ASTM D 2434. The moisture absorption of the playground surface material shall be no greater than one hundred fifty (150%) percent by weight.

6. Bidder shall furnish the playground surface material from a designated storage area, which is to be identified by the bidder on the bid blank. A stockpile sufficient to furnish the requirements of this bid shall be maintained at the designated storage area. Bidder shall have the equipment necessary to load municipal trucks at the designated storage area.

7. Bids are requested for both Delivered and Dumped product and product picked up by the participating municipality, FOB bidder=s designated storage area. For the delivered product, bids are requested for minimum delivered quantities of 50 cubic yards and 100 cubic yards.

8. The bid for the Delivered and Dumped product shall include the delivery to and unloading (dumping) at any park, street, road area or storage site within the participating municipality as designated at the time of order by that municipality. Delivery is to be made to the participating municipality within five (5) working days of the placement of the order by the municipality. The five (5) working day period shall commence on the first working day following the day on which the order is placed.

SHACOG Purchasing Alliance - 2026 Specifications for Wood Carpet - Playground Surface Material (2 of 2)

9. The FOB price shall include the loading of municipally supplied vehicles at Bidder=s designated storage area. Bidder shall identify in its bid the minimum quantity that must be purchased to secure the FOB price.

10. Bidder shall set forth the location of its designated storage area on the bid blank.

11. When a delivery is to be made, the materials in the truck shall be weighed on certified scales by a certified weighmaster. No delivery will be accepted by the participating municipality at the point of destination unless accompanied with a copy of the properly filled out weight slip. Vendor must furnish its bill of lading for each delivery (one copy retained by the vendor and one copy included with the shipment to the participating municipality). The form shall contain the following information:

$ Statement that material has been tested and meets SHACOG Purchasing Alliance specifications $ Class of Material $ Truck Number $ Date of Shipment $ Producer's Name and Location $ Truck tare weight, loaded gross weight and net weight, and material gross weight $ Quality of Material $ Statement that the shipment container was determined to be reasonably free of contamination immediately prior to loading

12. Full payment for the material delivered shall be made only on the basis of the actual number of tons of dry materials delivered, as determined from the bills of lading and weight slips furnished to the participating municipality at the point of delivery. The participating municipality shall be the sole judge of the conditions of the materials when delivered and may reject any shipments which are excessively wet.

13. Bidder is also requested to submit a bid for the delivery and installation of the playground surface material with a blower truck which has the ability to install at least 100 cubic yards per day. The price is to include the playground surface material, delivery, and the cost of installation.

14. Bidder shall specify the minimum quantity of installed playground surface material required for the bid price to be valid.

15. Bids for the Delivered and Dumped product must include the price of the product and all hauling, transportation and delivery charges.

16. Recognizing the geographical diversity of the area that Bidder must service, which may impact hauling, transportation and delivery considerations by Bidder, Bidder may, if it so desires, submit a separate schedule of delivery charges for the areas being serviced. If Bidder chooses to submit such a schedule, these delivery charges will be added to the ADelivered and Dumped@ price submitted by Bidder to achieve the total Delivered and Dumped price.

17. An Economic Price Adjustment is permitted as provided for in Paragraph 9 of the General Instructions to Bidders. No other price adjustments or surcharges, including fuel surcharges, may be imposed during the contract period.
