Manhole Inserts Specifications

This specification document outlines the requirements for manhole inserts being procured by the SHACOG Purchasing Alliance on behalf of its member municipalities in Pennsylvania. The specification establishes functional and material requirements for manhole insert products designed to prevent stormwater, sand, dirt, and debris from entering manhole systems while controlling odor escape. Bids are being solicited through the 2026 Spring Commodities Bid, with proposals due by 10:00 A.M. on April 9, 2026, via the PennBid electronic bidding platform. Bidders may submit proposals on any or all commodities listed in the broader procurement, which includes manhole inserts alongside road aggregates, asphalt, signage, pipe, chemicals, and other municipal supplies. The specification does not require submission of a bid bond for the manhole insert line item specifically, distinguishing it from other commodities in the 2026 Spring Commodities Bid that require a $1,000 bid bond.

The specification requires that manhole inserts be constructed of non-corrosive material with structurally rigid design to prevent bending under load and falling into the manhole system, with easy removal capability and at least one venting option. Bids must be submitted on both a delivered price basis and FOB the bidder's source of supply, storage yard, or warehouse location, which the bidder must identify on the bid blank. Bidders shall specify the minimum order requirement in dollars or quantity to achieve the delivered price, with smaller orders available for pickup at FOB pricing or shipment at the bidder's FOB price with loading included. An Economic Price Adjustment is permitted during the contract period as provided in the General Instructions to Bidders, but no other price adjustments or surcharges, including fuel surcharges, may be imposed. Bidders must identify the manufacturer and material type on the bid blank and specify the venting option being offered.

3. The Manhole Insert must be capable of controlling the escape of manhole odor.

4. The Manhole Insert must be structurally designed to prevent bending under load and it must have sufficiently strong, rigid construction to help prevent the Manhole Insert itself from falling into the manhole system. Bidder shall identify the manufacturer on the bid blank.

5. The Manhole Insert must be designed to allow easy removal from the manhole.

6. The Manhole Insert must be constructed of non-corrosive material. Bidder will specify the material on the bid blank.

The bidder shall set forth on the bid blank what constitutes the minimum order required in terms of either dollar amount or quantity of product for the participating municipality to achieve the Delivered Price. For orders less than the minimum required to achieve the Delivered Price the participating municipality may pick up the smaller quantity at the successful bidder’s source of supply, storage yard or warehouse at the FOB Price or order the smaller quantity and have it shipped by the successful bidder FOB the successful bidder’s source of supply, storage yard or warehouse. The FOB Price shall include the loading of municipally supplied vehicles at the successful bidder’s source of supply, storage yard or warehouse.
