PROFESSSIONAL PHOTOGRAPHY SERVICES THROUGHOUT REGION 6 (OREGON AND WASHINGTON). SERVICES WILL BE AWARDED AS MULTIPLE BLANKET PURCHASE AGREEMENTS.
The general scope of this solicitation requires professional photography that highlights the vast diversity of landscapes, employees, individuals, families, and groups visiting and recreating on Forest Service lands in the Pacific Northwest Region (Oregon and Washington). Photography services include all personnel, management, photographic and lighting equipment, cameras, computers, software, tools, equipment, transportation, supply materials, and other services necessary.
Qualified contractors must have the capability to shoot still photographs on short notice (often 24 to 48 hours after contract is issued), to travel to remote forest and rangeland locations by personal vehicle or government conveyance, and to hike for moderate (2-5 miles) to long (5-10 miles) distances in steep terrain carrying gear needed for safety, sustenance, and to perform the work.
This solicitation is for contractors residing and working in the Pacific Northwest (Oregon or Washington). Contractors shall be required to select zones closest to their place of residence or photography studio. Travel, transportation and mobilization costs are not covered outside of a 100 mile radius of the Contractor’s place of residence or photography studio. Any transportation/travel costs outside of the 100 mile radius are the responsibility of the contractor. Contractors may select multiple zones if they fall within the 100 mile radius.

United States Forest Service and Natural Resources Conservation Service require aerial imagery services for direct digital acquisition of 30cm resolution, 4-band coverage of approximately 486 square miles of the Bryce Valley, Utah. Imagery acquisition must be accomplished using a digital sensor that collects four-band multi-spectral natural color (RGB) and color infrared (CIR) simultaneously. The project will have a very short flying season and delivery period; all imagery must be acquired and delivered no later than July 24, 2013. Contract deliverables include: orthorectified imagery and compressed project mosaics for each priority area. Depending upon pricing, feasibility of completion and funding availability, the total square miles that may be awarded is 827.1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.2. Solicitation AG-8447-S-13-0006 is issued as a Request for Quotation (RFQ).3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66, dated April 1, 2013.4. It is the Government's intention to issue a firm-fixed price contract. The proposed acquisition is 100% set aside for Small Business concerns. The North American Industry Classification System (NAICS) code for this requirement is 541922. The Government will solicit and award this contract using simplified acquisition procedures.
The solicitation, (No. M6700123Q1258) will be posted and made available on the Contract Opportunities site. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments.
