About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is conducting a Sources Sought Notice (RFI) to gather market research for licensing ten digital Veteran images for marketing and artistic purposes on VA.GOV websites. The procurement seeks to highlight Veterans from various service eras and military branches through professionally licensed imagery. Potential contractors must demonstrate technical capabilities for coordinating image usage, obtaining Veteran permissions, verifying Veteran information, and providing unrestricted licensing rights for government website use. The RFI falls under NAICS code 541922 (Commercial Photography) and requires vendors to submit company details, corporate experience, and information about meeting small business set-aside requirements. Responses are due by September 26, 2025, at 4:00 PM Eastern Time, with submissions limited to 12 pages and specific formatting requirements.
This opportunity does not specify any set-aside designation in the current notice, though the RFI specifically requests information about Service-Disabled Veteran-Owned Small Business (SDVOSB) capabilities, suggesting potential future set-aside considerations. No incumbent contractors or current service providers are identified in the documentation. The solicitation does not provide specific budget ranges or award values, as this is an information-gathering exercise with no guarantee of future contract award or authorized funding. The procurement focuses on licensing exactly ten digital images, with no specified timeline for service delivery beyond the immediate requirement for unrestricted usage rights on VA.GOV platforms. The government emphasizes this is purely for planning purposes, with no obligation to proceed with an actual procurement based on the responses received.
