About this opportunity

The City of St. Petersburg, Florida is conducting a Request for Qualifications (RFQ-26-123) to solicit continuing services from multiple qualified contractors for pavement markings, coatings, and signage work throughout the city. The procurement encompasses construction of signage, pavement markings, patterned textured surface pavement treatments, and associated work, with three primary work categories: pavement markings and markers (including colored markings, delineators, and portable changeable message signs); signage (single and multi-post, wayfinding, and aesthetic signage); and alternative pavement treatments (patterned textured surface treatments and aesthetic pavement treatments). The contract establishes an initial three-year term with one optional two-year renewal period by mutual agreement, with work assigned on a project-by-project basis via Field Orders with no guaranteed minimum work amount or dollar limitation on individual projects. Contractors must possess or obtain all required Florida contractor licenses, certifications, and minimum insurance requirements, including workers' compensation, commercial general liability ($2,000,000 per occurrence), commercial automobile ($1,000,000 combined single limit), and builder's risk insurance. Evaluation will be based on four criteria: Qualifications & Experience (50 points), Project Approach (25 points), Business Enterprise Program Outreach and Utilization (15 points), and Intent to Provide Maintenance of Traffic Services (10 points, pass/fail). Written questions are due April 30, 2026, with responses required by May 19, 2026, at 3:00 p.m., to be submitted electronically through the OpenGov Procurement portal at https://procurement.opengov.com/portal/stpete. Proposers must submit a comprehensive Statement of Qualifications limited to 30 pages demonstrating key personnel with minimum five years of applicable experience, five reference projects completed within the preceding five years each exceeding $75,000 in contract value, and disclosure of any significant prior contract failures, licensing violations, or litigation.

The procurement includes set-asides for Small Business Enterprises (SBE) and Minority/Women Business Enterprises (MWBE), with vendors able to claim certified status with the City, although participation is entirely voluntary with no minimum participation requirements mandated as a condition of award. Contractors are encouraged to demonstrate outreach and engagement with small, veteran, minority, and women-owned business enterprises located in the Tampa Bay Region through documentation of outreach events, mentoring programs, and past performance utilizing these enterprise categories. All work must comply with the latest edition of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction and may be funded by the City, FDOT, FHWA, or other agencies. Prior to issuance of each Field Order, contractors must obtain a Public Construction Bond in an amount equal to the work being issued and approved by the City Attorney's Office, with performance and payment bonds calculated as the one-year amount for multi-year agreements. Contractors must register with the Florida Department of State Division of Corporations, comply with E-Verify system requirements under Florida Statute 448.095, and maintain insurance certificates within ten days of award determination. The solicitation does not specify an explicit award value or budget range, as work will be issued on an as-needed basis with compensation structured on unit prices adjusted annually, subject to each annual period's not-to-exceed amount and the total project allocation amount among all awarded contractors.
