About this opportunity
The City of St. Petersburg, Florida, issued a Request for Qualifications (RFQ) on March 16, 2026, to establish a qualified contractor pool for rehabilitation of residential single-family properties, with the solicitation remaining open through March 15, 2029. The procurement seeks to qualify multiple plumbers, roofing contractors, building contractors, residential contractors, and general contractors to support City-administered home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. Qualified contractors will perform interior and exterior building repairs including window replacement, painting, tiling, carpet installation, plumbing, electrical, HVAC, roof replacement, and fence repairs in compliance with specifications provided by the Housing and Community Development Department. Required qualifications include a minimum of two years of experience in plumbing, roofing, or general contracting; current Florida state licensure as a Building, General, or Residential Contractor; ability to obtain minimum required insurance; and availability to attend mandatory pre-bid meetings before submitting bids for individual homeowner projects. Proposals will be evaluated on a 100-point scale weighted as follows: Qualifications and Experience of Firm and Staff (45 points), Project Approach (40 points), and Business Enterprise Program Outreach and Utilization for small business enterprises, minority-owned businesses, or women-owned businesses (15 points). Proposals must be submitted as a single PDF document including a transmittal letter, firm qualifications and staff experience with relevant Florida state licensing documentation, a project approach describing residential rehabilitation processes and quality assurance procedures, and detailed business enterprise outreach and utilization plans. Qualified contractors will remain eligible for five years provided they maintain valid Florida state licenses and will be required to enter into Rehabilitation Agreements directly with individual homeowners upon selection, with work completion timeframes ranging from 10 to 90 days.
The RFQ does not impose set-asides restricting responses to specific organization types; however, the City encourages and evaluates proactive engagement with small business enterprises, minority-owned businesses, and women-owned businesses as subcontractors, though participation goals are voluntary and not required for award consideration. Contractors selected through this RFQ will be required to register in the City's Neighborly Contractor Portal to receive project notifications and must comply with non-negotiable contract terms including indemnification, insurance coverage requirements, governing law provisions, and prohibitions on certain dispute resolution mechanisms and liability limitations. Selected vendor WSV Group Inc., represented by Sean Carter, was identified in the Notice of Intent to Award issued on March 21, 2025, as a recommended vendor following the City's evaluation process. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and workers' compensation insurance as required by Florida law, and must furnish a public construction bond equal to the full contract amount or alternative security acceptable to the City Attorney. Payment is provided by the City upon inspection and written approval by both the homeowner and City, with 5 percent retainage withheld at each construction stage and disbursed after final completion, and any increase in contract price is limited to a maximum of 20 percent. No specific aggregate budget or individual contract award values are disclosed in the RFQ documentation.
Opportunity text
This RFQ will remain open for the duration of the solicitation period. Vendors may submit responses at any time during the open RFQ period. Submittals will be reviewed on an ongoing basis, and vendors may be evaluated and awarded qualification at any time during the solicitation period.
The City administers programs that provide funding to eligible homeowners for home rehabilitation projects. To support these programs, the City is establishing a pool of qualified roofing, plumbing, and general contractors ("Vendors") eligible to bid on City-funded homeowner projects.
This is the fifth solicitation issued to expand the pool, particularly for plumbers. Once selected by a homeowner, a contractor will enter into a Rehabilitation Agreement directly with the homeowner to complete the approved work.
These programs include, but are not limited to, the Affordable Single-Family Homeownership Program, the Affordable Single-Family Residential Facade Improvement Program, and other similar programs established by the City (collectively, the "Program").
