About this file
This is a Statement of Qualifications Requirements document for the City of St. Petersburg, Florida, establishing submittal guidelines for contractors interested in providing continuing services related to pavement markings, coatings, and signage throughout the city. Contractors must submit a comprehensive Statement of Qualifications (SOQ) limited to 30 pages that includes a transmittal letter, table of contents, project team composition, key personnel information, project approach methodology, reference projects, firm qualifications, client references, contractual history disclosures, and current Florida licenses. The SOQ must be uploaded as a single PDF with 8.5 x 11-inch page dimensions. Key personnel, including the proposed project manager and substitute, must each possess a minimum of five years of applicable experience and are required to remain assigned throughout the term of the City's base agreement. Contractors must submit five reference projects completed within the five years preceding the solicitation advertisement, with each project exceeding $75,000 in contract value and demonstrating relevant experience in similar work.
The document emphasizes contractor qualifications and capacity by requiring detailed resumes limited to one page per individual, descriptions of subcontractor management capabilities, and demonstration of ability to work cooperatively with multiple clients and entities. Contractors must disclose any alleged significant prior contract failures, licensing violations, claims on bonds, civil or criminal litigation, or wage theft complaints. The SOQ places substantial emphasis on Business Enterprise Outreach and Utilization, requiring proposers to detail efforts to identify and engage Small Business Enterprises (SBEs), Minority-Owned Business Enterprises (MBEs), and Women-Owned Business Enterprises (WBEs) as subcontractors, including documentation of outreach events, mentoring programs, and past performance utilizing these enterprise categories within the preceding five years.
