About this opportunity

The City of St. Petersburg, Florida is soliciting Statements of Qualifications for continuing construction services in water resources repair and rehabilitation, with questions due November 23, 2026 and responses due December 17, 2026 at 3:00 p.m. through the OpenGov Procurement portal. No set-aside applies. The City's small, veteran, minority, and women business participation goals are voluntary, and a proposal with zero diverse-business participation will not be deemed non-responsive.

The City will select one or more firms across five work categories: SAN Annual Pipe Repair and Replacement, SAN Annual CIPP Lining and Manhole Rehabilitation, Lift Station Rehabilitation, Potable and Reclaimed Water Main Repair and Replacement, and Unscheduled Repairs. Projects are located citywide. Work is issued through Field Orders with no guaranteed minimum, and Unscheduled Repairs are compensated on a time-and-materials basis.

Firms must hold the required Florida contractor licenses under Chapter 75-489, register with the Florida Division of Corporations, and comply with E-Verify requirements under Florida Statute 448.095. Each firm must furnish a Public Construction Bond approved by the City Attorney's Office in at least the amount of work issued, with an initial bond of at least $100,000. Criminal background checks under Florida Statute 373.6055 apply to employees with regular worksite access. Each category submission is limited to 10 pages and must include five reference projects exceeding $50,000 completed within the preceding five years, three client references, and project managers with a minimum of five years of applicable experience.

The initial term is three years, with one optional two-year renewal by mutual written amendment. Projects may be funded by the City, the Florida Department of Environmental Protection (FDEP), other agencies, or a combination of sources. Projects funded in whole or in part by non-City sources must conform to the funding agency's requirements.

Evaluation rests on Qualifications and Experience of Firm and Staff (50 points), Project Approach (40 points), and Business Enterprise Program Outreach and Utilization (10 points). The City may award to multiple vendors, rank firms for negotiation, and reject any or all responses.
