About this file
This is a Scope of Services document for the City of St. Petersburg, Florida, outlining a continuing services contract for pavement markings, coatings, and signage work at various City locations. The City seeks proposals from multiple qualified contractors to perform services including construction of signage, pavement markings, patterned textured surface pavement treatments, and related work citywide. Three primary work categories are defined: pavement markings and markers (including colored markings, delineators, and portable changeable message signs); signage (single and multi-post, wayfinding, and aesthetic signage); and alternative pavement treatments (patterned textured surface treatments and aesthetic pavement treatments). The contract has an initial three-year term with one optional two-year renewal period by mutual agreement. Work will be assigned on a project-by-project basis via Field Orders, with pricing negotiated for each individual project. No minimum work amount is guaranteed, and there is no dollar limitation on individual projects.
Contractors must possess or obtain all required licenses, certifications, and minimum insurance requirements for work in St. Petersburg and Pinellas County, maintained throughout the agreement duration. All work must comply with the latest edition of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction unless otherwise noted. Projects may be funded by the City, FDOT, FHWA, or other agencies, with work designed to conform to applicable funding agency requirements. The City prefers contractors who can provide Maintenance of Traffic and Temporary Traffic Control services; contractors unable to provide these services are not disqualified but will be considered less favorably in evaluation. Prior to issuance of a Field Order, contractors must obtain a Public Construction Bond approved by the City Attorney's Office in an amount equal to the work being issued, with riders or additional bonds required for subsequent work assignments.
