About this opportunity

The Texas Health and Human Services Commission (HHSC) is seeking a qualified contractor to provide a web-based, Software as a Service (SaaS) solution that contains a central repository of available drug manufacturer and third-party prescription assistance programs. The solution will be used by trained navigators at approved healthcare organization sites across the state to improve client access to needed medications and prescription therapies, which may otherwise be cost prohibitive. Key objectives include assisting uninsured or underinsured Texas clients in gaining access to cost-prohibitive prescriptions, reducing workload for those assisting clients, and identifying financial assistance sources. The initial contract term is two (2) years, with HHSC having the option to extend the contract for up to three (3) additional years, and potentially one (1) further year to address immediate operational or service delivery needs. A pre-proposal conference is scheduled for February 21, 2024, and responses are due by March 15, 2024 at 10:30 a.m. Central Time.

The contract opportunity does not appear to include any set-aside designations or restrictions on the types of organizations that can respond. The solicitation is open to all qualified vendors, and there is no incumbent identified. While historical compensation under similar contracts has ranged around $500,000 per fiscal year, HHSC makes no guarantee of volume, usage, or total compensation to be paid to any respondent, and the contract is subject to appropriations and the continuing availability of funds. HHSC also reserves the right to cancel, make a partial award, or decline to award the contract at its sole discretion.
