About this file

This document is an Addendum to a Request for Offers (RFO) issued by the Texas Health and Human Services Commission (HHSC) for a Patient Assistance Program Navigation Software solution. The RFO seeks a qualified contractor to provide a web-based, Software-as-a-Service (SaaS) solution to assist uninsured or underinsured Texas clients in gaining access to cost-prohibitive prescriptions via existing manufacturer Patient Assistance Programs (PAPs). The initial contract term is two years, with HHSC having the option to extend the contract for up to three additional years. HHSC will hold a pre-proposal conference on February 21, 2024, with responses due by March 15, 2024. The anticipated contract start date is September 2024.

The RFO requires the solution to be configurable, scalable, and flexible to accommodate changes in technology, security, and legislative mandates. The solution must include reporting and analytics capabilities, security features, and the ability to catalog, process, produce, and retain data to meet HHSC policies. The contractor must provide all software, hardware, and personnel resources necessary to implement and maintain the solution, unless specifically stated as HHSC's responsibility.
