About this opportunity
Volusia County, Florida is soliciting competitive sealed bids through Invitation for Bid (ITB) No. 26-B-38IF for the Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project, a post-hurricane coastal restoration initiative addressing damage sustained during Hurricanes Ian and Nicole at three beachfront locations in Wilbur by the Sea. The project requires comprehensive demolition and removal of damaged infrastructure including wooden boardwalks, beach access stairs, concrete sidewalks, trap bags, and debris, followed by construction of replacement seawalls utilizing concrete sheet pile construction with sand backfill, concrete walkways, wooden beach access stairs with landings, aluminum guiderails, native dune plantings, and site restoration measures. Contractors must provide all labor, equipment, and materials to complete the work within a 120-day substantial completion deadline and 150-day final completion deadline, with liquidated damages assessed at $500 per day for delays beyond the substantial completion date. The contract requires strict compliance with all applicable permits including Building Permits, Florida Department of Environmental Protection (FDEP) authorizations, U.S. Fish and Wildlife Service Permit TE811813-12, and the Volusia County Habitat Conservation Plan for Sea Turtle Protection, along with adherence to FDOT Standard Specifications for Road and Bridge Construction and the 2023 Florida Building Code. The bid documents specify detailed technical requirements for concrete classifications (FDOT Class V for pre-stressed piles at 6,500 psi, Class IV for seawall caps and deadmen at 5,500 psi, and Class I for walkways at 3,000 psi), marine-grade materials including 316 stainless steel hardware throughout, vibratory monitoring via GeoSonics Inc., and native plant survival rates of at least 80 percent at 180 days post-installation with contractor-provided replacement plantings at no additional cost. A non-mandatory pre-bid meeting is scheduled for January 29, 2026, at 10:00 a.m. at Beach Safety Lifeguard Headquarters in Daytona Beach with virtual Microsoft Teams participation available; the deadline for submitting questions is February 5, 2026, at 11:59 p.m., and sealed bids must be submitted electronically through the County's eProcurement Portal no later than 3:00 p.m. on February 19, 2026, with award granted to the lowest responsive and responsible bidder.
The procurement is subject to federal compliance requirements as the project is funded through FEMA and incorporates federal contract provisions including Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity standards, the Copeland Anti-Kickback Act, Clean Air Act compliance, and domestic preferences for U.S.-produced materials, with contractors required to utilize E-Verify for employment eligibility verification and maintain records accessible to FEMA and state auditors. Contractors must demonstrate substantial bonding and insurance capacity, including a bid bond of not less than five percent of the total bid amount valid for 120 days and payment and performance bonds equal to 100 percent of the contract price upon award, along with comprehensive insurance coverage requiring $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate, $1,000,000 auto liability combined single limit, $1,000,000 excess liability, and $1,000,000 contractors pollution liability, with the County named as additional insured. No specific set-asides for small businesses, minority-owned enterprises, or other disadvantaged business categories are identified in the procurement documents; however, federal provisions encourage prioritization of subcontracting with small and minority businesses, women's business enterprises, and labor surplus area firms. The County is exempt from Florida sales tax and federal excise tax, and a tax exemption procedure is established requiring requisitions for tax-exempt materials to be submitted within 15 calendar days of the Notice to Proceed with corresponding deductive change orders reducing the contract price by material costs plus applicable sales tax. The estimated construction cost for the combined three-location project is $2,112,580.80, with pricing structured as unit prices multiplied by estimated quantities provided on the bid price sheet, and the County will remit full payment on undisputed invoices within 20 business days from receipt.

During Hurricane's Ian and Nicole the existing beachfront armoring at the eastern end of Heron Street, Egret Avenue, and Mallard Street in Wilbur by the Sea were severely damaged or destroyed. These right-of-way's are controlled by Volusia County and its the intent of this project to repair and improve the armoring and public beach access at these locations.
This project will require demolition and hauling of existing structures, construction of seawalls, grading, compaction and timber dune walkover construction.
All three project locations have minimal space for materials and equipment and are bordered by private properties and a heavily traveled road.
