Technical Specifications Summary: Heron Street, Egret Avenue, and Mallard Street Post-Hurricane Nicole Repairs

These are technical specifications documents for three post-hurricane coastal restoration projects administered by Volusia County, Florida, addressing damage sustained during Hurricane Nicole at beachfront locations in Port Orange. The work consists of demolition and removal of damaged infrastructure including wooden boardwalks, beach access stairs, concrete sidewalks, trap bags, and vegetation, followed by construction of replacement infrastructure comprising concrete sheet pile seawalls with sand backfill, concrete walkways, wooden beach access stairs with landings, dune plantings, and site restoration. The specifications establish detailed technical requirements across three locations: Heron Street, Egret Avenue, and Mallard Street, each with identical or substantially similar scopes of work. A non-mandatory pre-bid meeting is scheduled for January 29, 2026, at 10:00 a.m. at Beach Safety Lifeguard Headquarters in Daytona Beach with virtual Microsoft Teams participation available; questions must be submitted by February 5, 2026, at 11:59 p.m., and sealed bids are due electronically through the County's eProcurement Portal by 3:00 p.m. on February 19, 2026. A pre-construction meeting with the Engineer and County must occur prior to mobilization to establish construction access, staging areas, and site conditions. The contract term extends through substantial completion (120 days) and final completion (150 days), with liquidated damages assessed at $500 per day for delays beyond the substantial completion deadline.

The specifications mandate strict compliance with multiple permitting requirements including Building Permits, Florida Department of Environmental Protection authorizations, U.S. Fish and Wildlife Service Permit TE811813-12, and the Volusia County Habitat Conservation Plan for Sea Turtle Protection. Concrete requirements are stringently specified by FDOT classifications: pre-stressed piles as FDOT Class V with 6,500 psi compressive strength, seawall caps and deadmen as FDOT Class IV with 5,500 psi, and walkways as FDOT Class I with 3,000 psi. All marine-exposed materials must be grade 316 stainless steel, and contractors must provide vibratory monitoring throughout construction via GeoSonics Inc. with weekly reporting and automatic alert notifications when vibration levels exceed 0.5 inches per second. Native plant installations must achieve a minimum 80 percent survival rate at 180 days post-installation, with the contractor responsible for all replacement plantings at no additional cost to the County. Payment is structured on unit prices and lump sum prices according to the bid schedule, with 60 percent of mobilization qualifying for payment upon installation of minimum seawall sheet-piles and the balance upon completion and County acceptance. The estimated combined project cost is $2,112,580.80, with funding sourced through FEMA, requiring contractors to comply with Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity standards, the Copeland Anti-Kickback Act, and domestic material preferences, with E-Verify employment eligibility verification mandatory and records accessible to FEMA and state auditors.
