About this file
This is a Heron Street Seawall Survey document related to Volusia County, Florida's Invitation for Bid (ITB) No. 26-B-38IF for the Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project. The project encompasses post-hurricane coastal restoration at three beachfront locations in Wilbur by the Sea, addressing damage from Hurricanes Ian and Nicole. The scope of work includes comprehensive demolition and removal of damaged infrastructure such as wooden boardwalks, beach access stairs, concrete sidewalks, trap bags, and debris, followed by construction of replacement seawalls using concrete sheet pile construction with sand backfill, concrete walkways, wooden beach access stairs with landings, aluminum guiderails, native dune plantings, and site restoration. A non-mandatory pre-bid meeting is scheduled for January 29, 2026, at 10:00 a.m. at Beach Safety Lifeguard Headquarters in Daytona Beach with virtual Microsoft Teams participation available. The question submission deadline is February 5, 2026, at 11:59 p.m., and sealed bids must be submitted electronically through the County's eProcurement Portal by 3:00 p.m. on February 19, 2026. Contractors must achieve substantial completion within 120 days and final completion within 150 days, with liquidated damages assessed at $500 per day for delays beyond substantial completion.
The estimated construction cost for the combined three-location project is $2,112,580.80, with pricing structured as unit prices multiplied by estimated quantities on the bid price sheet. The project is FEMA-funded and subject to federal compliance requirements including Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity standards, the Copeland Anti-Kickback Act, Clean Air Act compliance, and domestic material preferences. Contractors must provide a bid bond of not less than five percent of the total bid amount valid for 120 days and payment and performance bonds equal to 100 percent of the contract price upon award. Required insurance includes $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate, $1,000,000 auto liability combined single limit, $1,000,000 excess liability, and $1,000,000 contractors pollution liability, with the County named as additional insured. No specific set-asides for small or minority-owned businesses are identified; however, federal provisions encourage subcontracting with small and minority businesses, women's business enterprises, and labor surplus area firms. The County is exempt from Florida sales tax and federal excise tax, with tax-exempt material requisitions submitted within 15 calendar days of the Notice to Proceed and corresponding deductive change orders reducing the contract price by material costs plus applicable sales tax. Full payment on undisputed invoices will be remitted within 20 business days from receipt.
