About this file

This is a Geotechnical Data Report prepared by Bechtol Engineering and Testing, Inc. (BET) for Coastal Tech-G.E.C., Inc. and the Heron Street Beach Access project in Port Orange, Volusia County, Florida. The report documents subsurface soil conditions and engineering parameters necessary for the design and construction of a replacement boardwalk landing and sheet pile bulkhead structure. BET conducted one Standard Penetration Test (SPT) boring advanced to 40 feet below existing ground surface adjacent to the probable construction areas. The geotechnical investigation evaluated the physical and strength characteristics of shallow subsurface materials to provide soil parameters for design purposes. The report includes soil profiles, boring location plans, and a comprehensive table of suggested soil parameters including unit weight, friction angle, cohesion, modulus of subgrade reaction, earth pressure coefficients, and relative density at various depth intervals from 0 to 40 feet below ground surface.

The report, dated September 27, 2024, presents subsurface conditions consisting primarily of fine sands with varying densities and shell content. Groundwater was encountered at approximately 1.8 feet below existing ground surface as of September 16, 2024. Soil parameters are stratified by depth, with friction angles ranging from 36.2 to 39.4 degrees, unit weights between 100 and 138 pounds per cubic foot, and modulus of subgrade values between 3.92 and 5.07 pounds per cubic inch depending on depth. The report was prepared under BET Project No. G24130 and professionally sealed by Love B. Patel, P.E., a Florida Professional Engineer. This geotechnical data supports the broader Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project, which was initiated to address damage from Hurricanes Ian and Nicole to beachfront armoring and public beach access facilities in Wilbur by the Sea.

BET Project No. G24130

TO: Mr. Tem Fontaine, P.E.

RE: Report of Geotechnical Data

Heron Street Beach Access

Parcel # 631202000002

Port Orange, Volusia County, Florida

Dear Mr. Fontaine:

As requested, Bechtol Engineering and Testing, Inc. (BET) has provided geotechnical services at the above referenced project site. The purpose of BET’s services was to evaluate physical and strength characteristics of subsurface materials encountered by test boring within the probable construction area of a replacement board walk landing and sheet pile bulkhead, and based on these characteristics, to provide soil parameters for use in sheet pile, bulkhead, and boardwalk landing design (by others).

In order to evaluate the physical and strength characteristics of the site’s shallow subsurface soils, BET advanced one (1) Standard Penetration Test (SPT) boring (ASTM D1586) adjacent to the probable construction areas, to a depth of 40 feet below existing ground surface. Approximate location of the boring is shown on the Boring Location Plan presented on the attached Figure 1. Encountered subsurface conditions are presented in the form of Soil Profiles, also shown on Figure 1. Additionally, Suggested Soil Parameters are tabulated on Figure 1 to aid the Design Engineer in the design and construction of the replacement board walk landing and sheet pile bulkhead structures.

BET appreciates the opportunity to be of service, and trusts the attached geotechnical data is sufficient for your needs. However, if you should have any questions, or if BET may be of further service, please do not hesitate to call.

Respectfully, Bechtol Engineering and Testing, Inc.
