About this file
This is a Geotechnical Data Report prepared by Bechtol Engineering and Testing, Inc. (BET) for Coastal Tech-G.E.C., Inc. and the Heron Street Beach Access project in Port Orange, Volusia County, Florida. The report documents subsurface soil conditions and provides engineering parameters necessary for the design of a replacement boardwalk landing and sheet pile bulkhead structure. BET conducted one Standard Penetration Test (SPT) boring to a depth of 40 feet below existing ground surface to evaluate the physical and strength characteristics of shallow subsurface soils. The boring location plan and soil profiles are presented in the attached figures, along with suggested soil parameters including modulus of subgrade reaction, cohesion, friction angles, unit weights, relative density, and earth pressure coefficients at various depth intervals ranging from 0 to 40 feet below ground surface. The report was issued on September 27, 2024, and is sealed and signed by Love B. Patel, P.E., a Florida-licensed Professional Engineer.
The geotechnical investigation reveals predominantly fine sand deposits with varying densities and shell content across multiple soil strata. Groundwater was recorded at 1.8 feet below existing ground surface on September 16, 2024. Soil friction angles range from 36.4 to 39.4 degrees across the depth intervals tested, with zero cohesion values consistent with granular soil conditions. The suggested soil parameters provide the design engineer with specific data for sheet pile, bulkhead, and boardwalk landing design and construction, including passive earth pressure coefficients ranging from 3.92 to 5.07 and modulus of subgrade reactions ranging from 53.9 to 138.0 pounds per cubic inch. This technical data supports the Heron Street seawall replacement project, which is part of a post-hurricane coastal restoration initiative addressing damage from Hurricanes Ian and Nicole.

BET Project No. G24130

RE: Report of Geotechnical Data
Heron Street Beach Access
Parcel # 631202000002
Port Orange, Volusia County, Florida
Dear Mr. Fontaine:
As requested, Bechtol Engineering and Testing, Inc. (BET) has provided geotechnical services at the above referenced project site. The purpose of BET’s services was to evaluate physical and strength characteristics of subsurface materials encountered by test boring within the probable construction area of a replacement board walk landing and sheet pile bulkhead, and based on these characteristics, to provide soil parameters for use in sheet pile, bulkhead, and boardwalk landing design (by others).
In order to evaluate the physical and strength characteristics of the site’s shallow subsurface soils, BET advanced one (1) Standard Penetration Test (SPT) boring (ASTM D1586) adjacent to the probable construction areas, to a depth of 40 feet below existing ground surface. Approximate location of the boring is shown on the Boring Location Plan presented on the attached Figure 1. Encountered subsurface conditions are presented in the form of Soil Profiles, also shown on Figure 1. Additionally, Suggested Soil Parameters are tabulated on Figure 1 to aid the Design Engineer in the design and construction of the replacement board walk landing and sheet pile bulkhead structures.
BET appreciates the opportunity to be of service, and trusts the attached geotechnical data is sufficient for your needs. However, if you should have any questions, or if BET may be of further service, please do not hesitate to call.
Respectfully, Bechtol Engineering and Testing, Inc.
