Exhibit I - Surveys for Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project
This exhibit document supports the Invitation for Bid (ITB) No. 26-B-38IF issued by Volusia County, Florida for the Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project. The project encompasses post-hurricane coastal restoration work at three beachfront locations in Wilbur by the Sea, requiring comprehensive demolition of damaged infrastructure including wooden boardwalks, beach access stairs, concrete sidewalks, and trap bags, followed by construction of replacement seawalls utilizing concrete sheet pile construction with sand backfill, concrete walkways, wooden beach access stairs with landings, aluminum guiderails, and native dune plantings. A non-mandatory pre-bid meeting is scheduled for January 29, 2026, at 10:00 a.m. at Beach Safety Lifeguard Headquarters in Daytona Beach with virtual Microsoft Teams participation available. The deadline for submitting questions is February 5, 2026, at 11:59 p.m., and sealed bids must be submitted electronically through the County's eProcurement Portal no later than 3:00 p.m. on February 19, 2026. Contractors must achieve substantial completion within 120 days and final completion within 150 days, with liquidated damages assessed at $500 per day for delays beyond the substantial completion date.
The estimated construction cost for the combined three-location project is $2,112,580.80, with pricing structured as unit prices multiplied by estimated quantities. The project is funded through FEMA and incorporates federal contract provisions including Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity standards, the Copeland Anti-Kickback Act, and domestic preferences for U.S.-produced materials. Contractors must provide a bid bond of not less than five percent of the total bid amount valid for 120 days and payment and performance bonds equal to 100 percent of the contract price upon award. Comprehensive insurance coverage is required, including $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate, $1,000,000 auto liability combined single limit, $1,000,000 excess liability, and $1,000,000 contractors pollution liability. The County is exempt from Florida sales tax and federal excise tax, with a tax exemption procedure requiring requisitions for tax-exempt materials submitted within 15 calendar days of the Notice to Proceed. No specific set-asides for small businesses or minority-owned enterprises are identified; however, federal provisions encourage prioritization of subcontracting with small and minority businesses and women's business enterprises. Award will be granted to the lowest responsive and responsible bidder.
