About this file
This is a Geotechnical Data Report prepared by Bechtol Engineering and Testing, Inc. for Coastal Tech-G.E.C., Inc. and the City of Port Orange, Volusia County, Florida, documenting subsurface soil conditions at the Mallard Street Beach Access site (Parcel #631202000001). The report presents findings from one Standard Penetration Test (SPT) boring advanced to 40 feet below existing ground surface to evaluate physical and strength characteristics of subsurface materials for the design of a replacement boardwalk landing and sheet pile bulkhead structure. The geotechnical investigation was completed on September 27, 2024, with boring activities conducted on September 23, 2024. The report includes soil profiles, boring location plans, and suggested soil parameters organized by depth intervals ranging from surface level to 40 feet below grade, providing critical design parameters including friction angles, cohesion values, unit weights, modulus of subgrade reaction, and earth pressure coefficients necessary for the structural design phase.
The geotechnical data identifies three distinct soil strata: light gray-brown to brown fine sand (very loose to dense) from 0.0 to 2.0 feet; light brown to reddish-brown fine sand with varying shell quantities (medium dense to very dense) from 2.0 to 29.0 feet; and dark gray to gray fine sand with shell (medium dense) from 29.0 to 40.0 feet, classified as poorly graded sand (SP) per the Unified Soil Classification System. Groundwater was encountered at 1.8 feet below existing grade as of September 17, 2024. The professional engineering analysis was performed and certified by Love B. Patel, P.E. (Florida Professional Engineer License No. 90753), whose digital signature and seal authenticate the report and its suggested soil parameters for design application by the project engineer. This geotechnical data directly supports the Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project (ITB No. 26-B-38IF), a FEMA-funded post-hurricane coastal restoration initiative requiring concrete sheet pile seawall construction and boardwalk replacement at three beachfront locations in Wilbur by the Sea.

BET Project No. G24131

RE: Report of Geotechnical Data
Mallard Street Beach Access
Parcel # 631202000001
Port Orange, Volusia County, Florida
Dear Mr. Fontaine:
As requested, Bechtol Engineering and Testing, Inc. (BET) has provided geotechnical services at the above referenced project site. The purpose of BET’s services was to evaluate physical and strength characteristics of subsurface materials encountered by test boring within the probable construction area of a replacement board walk landing and sheet pile bulkhead, and based on these characteristics, to provide soil parameters for use in sheet pile, bulkhead, and boardwalk landing design (by others).
In order to evaluate the physical and strength characteristics of the site’s shallow subsurface soils, BET advanced one (1) Standard Penetration Test (SPT) boring (ASTM D1586) adjacent to the probable construction areas, to a depth of 40 feet below existing ground surface. Approximate location of the boring is shown on the Boring Location Plan presented on the attached Figure 1. Encountered subsurface conditions are presented in the form of Soil Profiles, also shown on Figure 1. Additionally, Suggested Soil Parameters are tabulated on Figure 1 to aid the Design Engineer in the design and construction of the replacement board walk landing and sheet pile bulkhead structures.
BET appreciates the opportunity to be of service, and trusts the attached geotechnical data is sufficient for your needs. However, if you should have any questions, or if BET may be of further service, please do not hesitate to call.
Respectfully, Bechtol Engineering and Testing, Inc.
