About this file
This is a Geotechnical Data Report prepared by Bechtol Engineering and Testing, Inc. (BET) for Coastal Tech-G.E.C., Inc. and the Mallard Street Beach Access project in Port Orange, Volusia County, Florida. The report documents subsurface soil characteristics and physical properties at the project site, which is part of the larger Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project. BET conducted one Standard Penetration Test (SPT) boring to a depth of 40 feet below existing ground surface to evaluate soil conditions within the probable construction area of a replacement boardwalk landing and sheet pile bulkhead. The geotechnical investigation was completed on September 27, 2024, and the report was digitally signed and sealed by Love B. Patel, P.E., a Florida-licensed professional engineer.
The report provides comprehensive soil parameters and engineering data designed to support the design and construction phases of the seawall replacement and boardwalk improvements. Encountered subsurface conditions are presented through soil profiles and include stratified deposits of fine sand at varying densities with shell content at greater depths. Suggested soil parameters include modulus of subgrade reaction (K values), friction angles, cohesion values, unit weights, relative density percentages, and earth pressure coefficients at rest, active, and passive states across six distinct soil depth intervals. This geotechnical data serves as the foundation for engineering design of the sheet pile bulkhead and boardwalk landing structures, supporting the overall seawall replacement initiative funded by Volusia County to restore beachfront armoring and public beach access damaged during Hurricanes Ian and Nicole.

RE: Report of Geotechnical Data
Mallard Street Beach Access
Parcel # 631202000001
Port Orange, Volusia County, Florida
Dear Mr. Fontaine:
As requested, Bechtol Engineering and Testing, Inc. (BET) has provided geotechnical services at the above referenced project site. The purpose of BET’s services was to evaluate physical and strength characteristics of subsurface materials encountered by test boring within the probable construction area of a replacement board walk landing and sheet pile bulkhead, and based on these characteristics, to provide soil parameters for use in sheet pile, bulkhead, and boardwalk landing design (by others).
In order to evaluate the physical and strength characteristics of the site’s shallow subsurface soils, BET advanced one (1) Standard Penetration Test (SPT) boring (ASTM D1586) adjacent to the probable construction areas, to a depth of 40 feet below existing ground surface. Approximate location of the boring is shown on the Boring Location Plan presented on the attached Figure 1. Encountered subsurface conditions are presented in the form of Soil Profiles, also shown on Figure 1. Additionally, Suggested Soil Parameters are tabulated on Figure 1 to aid the Design Engineer in the design and construction of the replacement board walk landing and sheet pile bulkhead structures.
BET appreciates the opportunity to be of service, and trusts the attached geotechnical data is sufficient for your needs. However, if you should have any questions, or if BET may be of further service, please do not hesitate to call.
Respectfully, Bechtol Engineering and Testing, Inc.
