About this file

This is a geotechnical report prepared by Bechtol Engineering and Testing, Inc. (BET) for Coastal Tech-G.E.C., Inc. and the City of Port Orange, Volusia County, Florida, addressing subsurface soil conditions at the Egret Avenue Beach Access site. The report evaluates physical and strength characteristics of shallow subsurface materials to support the design of a replacement boardwalk landing and sheet pile bulkhead structure. BET advanced one Standard Penetration Test (SPT) boring to a depth of 40 feet below existing ground surface in the probable construction area. The geotechnical investigation was completed on September 23, 2024, and the report was finalized on September 27, 2024. The report provides soil profiles, boring location plans, and suggested soil parameters including friction angles, cohesion values, unit weights, modulus of subgrade reaction, and earth pressure coefficients across five distinct soil layers ranging from light gray-brown fine sand at the surface to dark gray fine sand with shell at depth. Groundwater was encountered at approximately 2.0 feet below existing ground surface as of September 16, 2024.

The suggested soil parameters are presented in tabular format across five identified soil strata, with friction angles ranging from 30.0 to 42.1 degrees, cohesion values at zero for all layers, unit weights between 55.4 and 74.5 pounds per cubic foot, and modulus of subgrade reaction values ranging from 43.7 to 197.2 pounds per cubic inch. The report was prepared under Project No. G24132 and sealed by Love B. Patel, P.E., a Florida-licensed Professional Engineer (License No. 90753). This geotechnical data directly supports the Heron Street, Egret Avenue, and Mallard Street Seawall Replacement Project, which is a post-hurricane coastal restoration initiative funded through FEMA addressing damage from Hurricanes Ian and Nicole and requiring construction of concrete sheet pile seawalls with replacement boardwalks and beach access improvements.

BET Project No. G24132

TO: Mr. Tem Fontaine, P.E.

Coastal Tech-G.E.C., Inc.

Vero Beach, Florida 32960

RE: Report of Geotechnical Data

Egret Avenue Beach Access

Parcel # 631202000003

Port Orange, Volusia County, Florida

Dear Mr. Fontaine:

As requested, Bechtol Engineering and Testing, Inc. (BET) has provided geotechnical services at the above referenced project site. The purpose of BET’s services was to evaluate physical and strength characteristics of subsurface materials encountered by test boring within the probable construction area of a replacement board walk landing and sheet pile bulkhead, and based on these characteristics, to provide soil parameters for use in sheet pile, bulkhead, and boardwalk landing design (by others).

In order to evaluate the physical and strength characteristics of the site’s shallow subsurface soils, BET advanced one (1) Standard Penetration Test (SPT) boring (ASTM D1586) adjacent to the probable construction areas, to a depth of 40 feet below existing ground surface. Approximate location of the boring is shown on the Boring Location Plan presented on the attached Figure 1. Encountered subsurface conditions are presented in the form of Soil Profiles, also shown on Figure 1. Additionally, Suggested Soil Parameters are tabulated on Figure 1 to aid the Design Engineer in the design and construction of the replacement board walk landing and sheet pile bulkhead structures.

BET appreciates the opportunity to be of service, and trusts the attached geotechnical data is sufficient for your needs. However, if you should have any questions, or if BET may be of further service, please do not hesitate to call.

Respectfully, Bechtol Engineering and Testing, Inc.
