About this opportunity
Flagler County, Florida is soliciting competitive sealed bids for the Flagler County Beach Nourishment Project - Reach II (FPN 429573-1-38-01, ITB #25-ITB-078), a major coastal restoration initiative to address critically eroded shoreline. The procurement seeks a qualified contractor to furnish all labor, materials, equipment, and supervision required to restore approximately 5.5 miles of eroded coastline across the communities of Painter's Hill, Beverly Beach, and northern Flagler Beach by placing approximately 1.8 million cubic yards of offshore beach-compatible sand. Deliverables include mobilization and demobilization, beach and dune fill placement with mechanical screening and spreading, structure inspection and vibration monitoring, beach tilling and decompaction, endangered species monitoring and observation, sea turtle trawling services, sand fencing and post-and-rope installation, vegetation dune planting (approximately 364,200 units), environmental monitoring, and project bonding. The project is intended to improve community resilience and restore dune and beach systems to pre-erosion conditions, with work to commence upon issuance of a Notice to Proceed and be completed within 240 calendar days of that date, with a total contract performance period of 365 calendar days for final completion and acceptance. Bidders must submit questions by April 3, 2026 at 2:00 p.m., attend an optional pre-bid meeting on March 27, 2026 at 10:00 a.m., and submit sealed bids through the OpenGov Procurement portal by April 16, 2026 at 2:00 p.m. The county will award the contract to the lowest responsible bidder meeting all contract document requirements, and the contractor must possess the capability to manage complex coastal construction operations involving federal and state permits, environmental compliance, and coordination with marine species protection protocols.
No set-aside designations, disadvantaged enterprise restrictions, or incumbent contractor information are identified in the available procurement documents. However, the project is eligible for federal funding through the Federal Emergency Management Agency as a hurricane recovery project, subjecting all work to federal requirements including compliance with the Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act standards, non-debarment verification, Byrd Anti-Lobbying Amendment certification, maximization of recovered materials procurement, domestic preference for United States-produced goods, and prohibition on covered telecommunications equipment from certain foreign entities. The successful contractor must furnish performance and payment bonds equal to 100 percent of the contract amount, along with comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance, and must maintain a one-year warranty bond following project acceptance. The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2), which allocated $44,544,369.25 in total state cost sharing with no local match requirement, with project-specific cost allocations not publicly disclosed in the bid documents; liquidated damages will apply at rates ranging from $904 to $10,224 per calendar day depending on contract value, and payment will be made in accordance with Florida's Local Government Prompt Payment Act with five percent retainage held until satisfactory completion.
