The project involves placing approximately 1.8 million cubic yards of offshore beach-compatible sand across 5.5 miles of critically eroded coastline in the communities of Painter's Hill, Beverly Beach, and northern Flagler Beach. Key deliverables include 17 line items encompassing mobilization and demobilization, beach and dune fill placement (1,800,000 cubic yards), mechanical screening and spreading (1,800,000 cubic yards), structure inspection and vibration monitoring, beach tilling and decompaction, turbidity monitoring, endangered species observations, sea turtle trawling services (3 days), vegetation dune planting (364,200 units), sand fencing (12,900 linear feet), dune post and rope installation (600 linear feet), project signage, environmental monitoring, and construction bonding. Bidders were required to submit questions by April 3, 2026, attend an optional pre-bid meeting on March 27, 2026, and submit sealed bids by April 16, 2026.
The bid schedule presents all line items with estimated unit costs and total prices left blank for bidder completion. Unit cost quantities for beach fill and mechanical screening are estimates only, with unit costs remaining valid for actual quantities up to 20 percent above or below estimated amounts. The contractor must identify fill and vegetation quantities placed within specific reaches (R-47.9 to R-65 and the City of Flagler Beach) for FEMA and FDOT reporting purposes. The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with $44,544,369.25 in total state cost sharing and no local match requirement. The contractor must furnish performance and payment bonds equal to 100 percent of the contract amount, maintain comprehensive insurance coverage, and comply with all federal requirements including Clean Air Act, Federal Water Pollution Control Act, and domestic preference provisions. Liquidated damages will apply at rates ranging from $904 to $10,224 per calendar day, with five percent retainage held until satisfactory completion and payment made in accordance with Florida's Local Government Prompt Payment Act.
