This is a bid schedule document for the Flagler County Beach Nourishment Project - Reach II (Project No. 25-ITB-078, FPN 429573-1-38-01), a coastal restoration initiative in Flagler County, Florida. The project requires placement of approximately 1.8 million cubic yards of beach-compatible sand across 5.5 miles of critically eroded coastline in Painter's Hill, Beverly Beach, and northern Flagler Beach. Key deliverables include mobilization and demobilization, beach and dune fill placement with mechanical screening and spreading, structure inspection and vibration monitoring, beach tilling and decompaction, turbidity monitoring, endangered species observations, sea turtle trawling services, vegetation dune planting of approximately 364,200 units, sand fencing installation (12,900 linear feet), dune post and rope installation (600 linear feet), project signage, environmental monitoring, and construction bonding. The optional pre-bid meeting is scheduled for March 27, 2026 at 10:00 a.m., with bidder questions due by April 3, 2026 at 2:00 p.m., and sealed bids due by April 16, 2026 at 2:00 p.m. through the OpenGov Procurement portal. Work shall commence upon issuance of a Notice to Proceed and be completed within 240 calendar days, with a total contract performance period of 365 calendar days for final completion and acceptance. The contract will be awarded to the lowest responsible bidder meeting all contract requirements.

The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with total state cost sharing of $44,544,369.25 and no local match requirement. The project is eligible for Federal Emergency Management Agency funding as a hurricane recovery project, subjecting all work to federal requirements including compliance with the Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act, non-debarment verification, Byrd Anti-Lobbying Amendment certification, and domestic preference for United States-produced goods. The successful contractor must furnish performance and payment bonds equal to 100 percent of the contract amount, comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance, and maintain a one-year warranty bond following project acceptance. Liquidated damages will apply at rates ranging from $904 to $10,224 per calendar day depending on contract value. Payment will be made in accordance with Florida's Local Government Prompt Payment Act with five percent retainage held until satisfactory completion. Unit cost quantities for beach fill (Item 2) and mechanical screening and spreading (Item 3) are estimated at 1.8 million cubic yards each, with unit costs remaining valid for actual placement quantities up to 20 percent above or below these estimates.
