About this file
This is a geotechnical information sheet for the Flagler County Beach Nourishment Project - Reach II (ITB #25-ITB-078, FPN 429573-1-38-01), prepared by Flagler County, Florida. The document presents borrow area geotechnical data and vibracore information to support the competitive sealed bid procurement for the beach nourishment initiative. The project involves restoring approximately 5.5 miles of critically eroded coastline across Painter's Hill, Beverly Beach, and northern Flagler Beach through placement of approximately 1.8 million cubic yards of offshore beach-compatible sand. The sheet, dated March 4, 2026, includes vibracore data from 2011 and 2023, seabed elevation information, and dredge zone boundaries at a design excavation depth of -64.5 feet (NAVD88). Bidders must submit questions by April 3, 2026 at 2:00 p.m., attend an optional pre-bid meeting on March 27, 2026 at 10:00 a.m., and submit sealed bids through the OpenGov Procurement portal by April 16, 2026 at 2:00 p.m. The project is scheduled to commence upon issuance of Notice to Proceed with work completion required within 240 calendar days, with a total contract performance period of 365 calendar days for final completion and acceptance.
The contract will be awarded to the lowest responsible bidder meeting all requirements, with the successful contractor required to furnish performance and payment bonds equal to 100 percent of the contract amount and maintain comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance. The project is eligible for federal funding through the Federal Emergency Management Agency as a hurricane recovery project, subjecting all work to federal compliance requirements including the Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act standards, non-debarment verification, Byrd Anti-Lobbying Amendment certification, and domestic preference for United States-produced goods. Funding is provided through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with $44,544,369.25 in total state cost sharing and no local match requirement. Liquidated damages will apply at rates ranging from $904 to $10,224 per calendar day depending on contract value, with payment made in accordance with Florida's Local Government Prompt Payment Act and five percent retainage held until satisfactory completion.
