About this file
This is a contract form for the Flagler County Beach Nourishment Project - Reach II, a coastal restoration initiative being procured by the Flagler County Board of County Commissioners in Florida. The project involves restoring approximately 5.5 miles of critically eroded coastline across Painter's Hill, Beverly Beach, and northern Flagler Beach by placing approximately 1.8 million cubic yards of offshore beach-compatible sand. The scope of work includes mobilization and demobilization, beach and dune fill placement with mechanical screening and spreading, structure inspection and vibration monitoring, beach tilling and decompaction, endangered species monitoring and observation, sea turtle trawling services, sand fencing and post-and-rope installation, vegetation dune planting of approximately 364,200 units, and environmental monitoring. The contractor must commence work upon issuance of a Notice to Proceed and complete all work within 240 calendar days from that date, with a total project performance period of 365 calendar days for final completion and acceptance. The pre-bid meeting was scheduled for March 27, 2026, bidder questions were due by April 3, 2026 at 2:00 p.m., and sealed bids were due by April 16, 2026 at 2:00 p.m. through the OpenGov Procurement portal. The contract will be awarded to the lowest responsible bidder meeting all requirements.
Payment will be made based on estimated quantities and unit or lump sum prices subject to additions or deductions, with five percent retainage held until satisfactory completion, and liquidated damages ranging from $904 to $10,224 per calendar day depending on contract value. The contractor must furnish performance and payment bonds equal to 100 percent of the contract amount and maintain comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance, plus a one-year warranty bond following project acceptance. The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with $44,544,369.25 allocated for total state cost sharing and no local match requirement. As a Federal Emergency Management Agency hurricane recovery project, all work must comply with federal requirements including the Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act standards, non-debarment verification, Byrd Anti-Lobbying Amendment certification, domestic preference for United States-produced goods, and prohibition on covered telecommunications equipment from certain foreign entities. No set-aside designations or disadvantaged enterprise restrictions apply to this procurement.
