About this file
This is an example photography document supporting the Flagler County Beach Nourishment Project - Reach II (ITB #25-ITB-078) procurement in Flagler County, Florida. The document provides visual documentation of concrete debris requiring removal as part of the project scope. The photographs include images of exposed concrete debris near Varn Park captured on April 2, 2026, historical aerial imagery from November 2021 and December 2017 showing partially exposed seawall debris south of Varn Park, and multiple photographs of failed Camptown Seawall concrete debris dated October 21, 2025, and March 16, 2026. These images serve as reference materials demonstrating the existing site conditions and the extent of debris that contractors must address during project execution.
The document functions as a visual exhibit supporting the solicitation for competitive sealed bids to restore approximately 5.5 miles of eroded coastline by placing approximately 1.8 million cubic yards of beach-compatible sand. The project includes deliverables such as mobilization and demobilization, beach and dune fill placement, structure inspection and vibration monitoring, endangered species monitoring, sea turtle trawling services, sand fencing installation, vegetation dune planting of approximately 364,200 units, and environmental monitoring. Work must commence upon issuance of a Notice to Proceed and be completed within 240 calendar days, with a total contract performance period of 365 calendar days. The pre-bid meeting occurred on March 27, 2026 at 10:00 a.m., bidder questions were due April 3, 2026 at 2:00 p.m., and sealed bids were due April 16, 2026 at 2:00 p.m. The project is federally funded through the Federal Emergency Management Agency with $44,544,369.25 in state cost sharing from the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2), with no local match requirement. The contractor must furnish 100 percent performance and payment bonds, comprehensive insurance coverage including worker's compensation and commercial general liability, and maintain a one-year warranty bond following project acceptance. Liquidated damages will apply at rates ranging from $904 to $10,224 per calendar day, and payment will be made under Florida's Local Government Prompt Payment Act with five percent retainage held until satisfactory completion.
