Collier County's Board of County Commissioners Procurement Services Division is soliciting bids for the Barefoot Beach Restoration – Grant Funded project, a storm-damage repair and restoration of park facilities at 505 Barefoot Beach Boulevard, Naples, Florida, with bids due January 12, 2027. The project is federally funded through FEMA Public Assistance, which imposes federal contract provisions on the awardee. Award goes to the lowest, responsive, and responsible bidder based on the base bid and selected alternates, and the Board of County Commissioners makes the award in public session.

Scope covers civil and site improvements, accessibility upgrades, repairs to the chickee hut and concessions building, beach access improvements, fencing and gates (1,505 linear feet across areas designated A through D), monument signage, and lighting. Plumbing and electrical work must meet the 2020 National Electric Code, and all water supply and sanitary lines must carry National Sanitation Foundation seals. An alternate bid covers general plumbing for the butterfly garden.

Bidders must enroll in E-Verify at submission, hold a Florida Certificate of Authority to Conduct Business, carry insurance from Florida-authorized carriers, and provide evidence of professional licensing. Bids are submitted electronically through the County's OpenGov portal and must include a bid bond of at least 5 percent of the bidder's maximum possible award. Bids remain irrevocable for 180 days after public opening. The successful bidder must provide performance and payment bonds at 100 percent of the contract amount and identify major subcontractors at bid submission. County permits and fees are paid separately and excluded from bid prices. Federal flow-down requirements include suspension and debarment certification, a prohibition on covered telecommunications equipment, Contract Work Hours and Safety Standards Act compliance for contracts over $100,000, Clean Air Act and Clean Water Act compliance for contracts over $150,000, and domestic preference for materials. Bidders must also comply with the County's EHS Contractor Requirements.
