The project seeks a contractor to restore approximately 30,500 feet of critically eroded shoreline across Painter's Hill, Beverly Beach, and northern Flagler Beach by excavating and placing approximately 1.8 million cubic yards of beach-compatible sand from a permitted offshore borrow area, along with installing approximately 364,200 dune vegetation units, 12,900 linear feet of sand fencing, and 600 linear feet of post-and-rope barrier. The work requires compliance with all federal permits issued by the U.S. Army Corps of Engineers (Permit No. SAJ-2019-02065) and the Florida Department of Environmental Protection (Permit No. JCP-0379716-003-JM), along with applicable biological opinions from the U.S. Fish and Wildlife Service and National Marine Fisheries Service regarding threatened and endangered species protection. The Contractor must complete all work within 365 calendar days from the Notice to Proceed, with Substantial Completion required within 240 calendar days. The project includes mandatory pre-construction conferences, weekly progress meetings, and weekly walk-ahead meetings with the Owner and Engineer representatives. All submittals, including detailed construction schedules, environmental protection plans, dredge quality management documentation, turbidity monitoring protocols, vibration monitoring plans, and daily progress reports, must be completed according to specified timelines prior to work initiation.
The payment structure includes lump sum and unit price items covering mobilization and demobilization (60 percent mobilization/40 percent demobilization), beach fill placement at unit prices per cubic yard, mechanical screening and spreading at unit prices per cubic yard, structure inspection and vibration monitoring as lump sum, beach tilling and decompaction as lump sum, turbidity monitoring as lump sum, sea turtle trawling services with both mobilization/demobilization lump sum and daily rate unit prices, dune vegetation planting at unit prices per planting unit with an 80 percent survival rate warranty over 180 days post-completion, sand fencing at unit prices per linear foot, post-and-rope at unit prices per linear foot, project signage at unit prices, and concrete debris removal at unit prices per ton. The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with $44,544,369.25 in total state cost sharing and no local match requirement. Liquidated damages ranging from $904 to $10,224 per calendar day apply based on contract value, with five percent retainage withheld until satisfactory completion. The Contractor must furnish performance and payment bonds equal to 100 percent of the contract amount, maintain comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance, and provide a one-year warranty bond following project acceptance. The project is subject to federal requirements including the Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act, Byrd Anti-Lobbying Amendment certification, domestic preference for United States-produced goods, and prohibition on covered telecommunications equipment from specified foreign entities.
