About this file
This is a geotechnical information sheet for the Flagler County Beach Nourishment Project - Reach II (ITB #25-ITB-078), prepared by Flagler County, Florida. The document is Sheet 26 of 33 and depicts borrow area geotechnical information including vibracore data from 2011, 2019, and 2023 surveys to support the beach fill design. The project involves restoring approximately 5.5 miles of critically eroded coastline across Painter's Hill, Beverly Beach, and northern Flagler Beach by placing approximately 1.8 million cubic yards of offshore beach-compatible sand. The design excavation depth for the borrow area is specified at -64.5 feet NAVD88 (typical), with the survey data current as of March 2025. Competitive sealed bids are due by April 16, 2026 at 2:00 p.m. through the OpenGov Procurement portal. An optional pre-bid meeting is scheduled for March 27, 2026 at 10:00 a.m., and bidders must submit questions by April 3, 2026 at 2:00 p.m. Work shall commence upon issuance of a Notice to Proceed and must be completed within 240 calendar days, with a total contract performance period of 365 calendar days for final completion and acceptance.
The project is funded through the Florida Department of Environmental Protection under Agreement No. 23FL2 (Amendment No. 2) with $44,544,369.25 allocated in total state cost sharing and no local match requirement. The project qualifies for federal funding through FEMA as a hurricane recovery project, requiring compliance with federal standards including the Contract Work Hours and Safety Standards Act, Clean Air Act, and Federal Water Pollution Control Act. The successful contractor must provide performance and payment bonds equal to 100 percent of the contract amount and maintain comprehensive insurance coverage including worker's compensation, commercial general liability, automobile liability, and builder's risk insurance. Liquidated damages apply at rates ranging from $904 to $10,224 per calendar day depending on contract value, and payment will be made in accordance with Florida's Local Government Prompt Payment Act with five percent retainage held until satisfactory completion. The county will award the contract to the lowest responsible bidder meeting all contract requirements.
