About this opportunity
Escambia County Board of County Commissioners is requesting sealed bids for Phase III construction of the CDBG-DR Oakfield-Palafox Stormwater Upgrades project (HS005), a Hurricane Sally disaster-recovery infrastructure project, with bids due August 24, 2026, and a mandatory pre-bid meeting on July 30, 2026. The project is funded through HUD's Community Development Block Grant-Disaster Recovery program (DR-4564) and carries federal Section 3 employment and contracting requirements: 25 percent of total project hours must be performed by Section 3 workers, with 5 percent by targeted Section 3 workers; Escambia County has established a contracting preference awarding bids to vendors utilizing the highest number of qualified Section 3 subcontractors and workers if the bid is reasonable and no more than 10 percent higher than the lowest responsive bid.
The scope encompasses approximately 6,200 linear feet of improvements along the Palafox Street corridor (extending from 700 feet south of Industrial Boulevard north to West Pinestead Road) plus associated work on Industrial Boulevard, Majors Road, Hancock Lane, Pacific Street, adjacent side streets, and the West Oakfield Pond facility. Phase III construction includes roadway reconstruction and resurfacing, stormwater drainage system improvements, utility relocation and replacement, sanitary sewer system upgrades, sidewalk enhancements, and West Oakfield Pond stormwater facility rehabilitation. The scope comprises 51 line items including pond excavation (3,449 cubic yards) and installation of 18-inch, 24-inch, and 42-inch RCP pipe (6,116 linear feet total). All work must comply with Escambia County Technical Specifications, ECUA's Engineering Manual, Florida Department of Transportation specifications, and prevailing wage standards under the Davis-Bacon Act.
Substantial completion is required within 365 consecutive calendar days from Notice to Proceed, with an additional 30 days for final completion. Liquidated damages are set at $5,021.00 per calendar day for delays beyond the completion deadline. Bidders must submit a 5 percent bid bond and completed forms including anti-human trafficking affidavit, references, E-Verify certification, sworn statement on public entity crimes, conflict of interest declaration, drug-free workplace form, scrutinized companies certification, and proof of authority to do business in Florida. The successful bidder must provide 100 percent performance and payment bonds, comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, business auto liability of $1,000,000 per accident, and workers' compensation insurance at statutory limits. Questions are due August 6, 2026, at 3:00 p.m.
