About this opportunity

Clackamas County Department of Transportation and Development is requesting sealed bids for the Leland-Beavercreek Intersection Improvements Project under BID 2026-50, with bids due July 15, 2026 at 2:00 PM Pacific Time. Bidders must be prequalified in Earthwork and Drainage (EART), Pavement Markings (PAVE), and Signing (SIGN) classifications at least two business days prior to bid closing. Clackamas County encourages M/W/ESB participation and requires prime contractors to document good faith efforts by contacting at least three M/W/ESB subcontractors for each division of work to be subcontracted, with documentation submitted within two hours of bid closing.

The scope includes clearing and grubbing, utility coordination with Portland General Electric, Clackamas County Broadband Exchange, and water and telecommunications providers, drainage improvements, grading, asphalt concrete paving, concrete curb and gutter work, mountable curbs with concrete aprons, utility pole relocation, pavement markings, signage, and permanent seeding at the intersection of S. Leland Road and S. Beavercreek Road. Work requires extensive traffic control with single lane closures on Beavercreek Road limited to Monday through Friday between 9:00 a.m. and 3:00 p.m., with traffic stops not exceeding 20 minutes. The contractor must maintain Engineering Stationing at 50-foot intervals, coordinate mandatory scheduling meetings and monthly utility coordination meetings, obtain all necessary permits, and provide as-built drawings at project completion.

The engineer's estimate is $289,963.20. Substantial completion is required by September 30, 2026, with final completion by December 31, 2026. Liquidated damages are $800 per calendar day past substantial completion and $500 per 15-minute increment for traffic control violations. Bidders must submit a ten percent bid bond or certified check and performance and payment bonds each equal to 100 percent of the contract price. Workers must be compensated at Oregon prevailing wage rates established by the Bureau of Labor and Industries. Commercial General Liability insurance of $1,000,000 combined single limit per occurrence and $2,000,000 annual aggregate limit, and Commercial Automobile Liability coverage of $1,000,000, are required. Retainage is 5.0 percent of progress payments, though contractors may submit approved surety bonds in lieu of cash retainage.
