About this opportunity

Clackamas County, Oregon is soliciting sealed bids for the Cherryville-Welches Area Chip Seal Project (BID 2026-83), with bids due December 9, 2026 at 2:00 p.m. Pacific Time via Bid Locker and public bid reading at 2:05 p.m. Bidders must be prequalified in Asphalt Concrete Paving & Oiling (ACP) and Temporary Traffic Control (TTC) at least two business days before bid closing. Contractors must also hold Construction Contractors Board registration.

The county encourages bids from Minority, Women, and Emerging Small Businesses. All bidders must perform good-faith efforts by contacting at least three Historically Underrepresented Business subcontractors for each division of work to be subcontracted, with documentation due within two hours of bid closing.

The scope covers chip seal placement on approximately 330,000 square yards across 54 rural roads, roughly 25 miles, in the Cherryville-Welches area. The county furnishes the chip aggregate, which it will stockpile near Boring, Oregon. The contractor supplies PMCRS-2H or CRS-3P polymer-modified emulsified asphalt, removes existing pavement markings, and installs and maintains temporary traffic control. Lane closures are limited to Monday through Friday, 7:00 a.m. to 6:00 p.m., with Redland Road work restricted to 9:00 a.m. to 3:00 p.m. weekdays. Traffic control plans require county approval at least 14 days before any closure.

The engineer's estimate is $1.455 million. The project is not federally funded, and prevailing wage requirements apply under ORS Chapter 279C because maximum compensation exceeds $50,000. Bidders must post 10 percent bid security, and the successful bidder must furnish 100 percent performance and payment bonds. Liquidated damages for schedule delays are 15 percent of the contract value divided by calendar days past substantial completion, plus $500 per 15 minutes per lane for lane-closure violations.

Work may not begin before July 1, 2027. Substantial completion is due September 3, 2027, and final completion by December 31, 2027.
