About this opportunity
Washington County, Oregon's Department of Land Use & Transportation is soliciting competitive sealed bids for Project 100762, the NW Turk Road Bridge Replacement (#671374), a design-build construction project valued between $1,000,000 and $2,000,000. The procurement encompasses the complete replacement of an existing timber bridge structure over West Fork Dairy Creek on Turk Road with a new 75-foot precast prestressed concrete slab beam bridge, including installation of temporary traffic control and erosion control measures, construction of roadway approaches spanning 370 feet, installation of guardrails, driveway approaches, drainage improvements, and all associated incidental work as specified in the contract documents. Deliverables include the new bridge structure supported on two bents with pipe pile foundations, asphalt concrete pavement with wearing and base courses, sheet pile retaining walls, Class 200 riprap slope protection, permanent signing, and comprehensive erosion and sediment control installations comprising 910 linear feet of compost filter socks, 420 square yards of slope matting, and six check dams. Bidders must be prequalified by the Oregon Department of Transportation, licensed by the Oregon Construction Contractor's Board, and comply with prevailing wage requirements under Oregon Revised Statutes 279C.840, prevailing wage rates effective January 5, 2026, and the 2024 Oregon Standard Specifications for Construction. Bids must be submitted electronically through the OpenGov Procurement portal by April 15, 2026, at 1:00 p.m., with public opening and reading via Microsoft Teams; written questions are due by April 10, 2026, at 5:00 p.m. The contract requires a two-phase schedule with the contractor reopening Turk Road to two traffic lanes no later than 90 calendar days after closure and completing all work by October 15, 2026, with liquidated damages of $500 per day for the first milestone, $1,000 per day for final completion, or $1,200 per day if both periods overlap. In-water work is limited to July 15 through September 30 to comply with environmental protection requirements.
Bidders must provide a bid guaranty equal to ten percent of the total bid amount through a surety corporation authorized to do business in Oregon, and the successful contractor must furnish both performance and payment bonds within ten calendar days of award. Washington County will retain five percent of the contract price, though contractors may submit a surety bond in lieu of cash retainage under Oregon House Bill 4006 or provide bonds and securities as alternatives. First-tier subcontractors with contracts equal to or greater than five percent of the total project bid or $350,000 must be disclosed through the First-Tier Subcontractors Disclosure Form within two work hours of bid closing, with failure to submit resulting in a non-responsive bid. The project requires compliance with Washington County's Clean Air Construction Standard, including registration of applicable diesel nonroad equipment in The Yard compliance portal prior to bid submission, and prime contractors must utilize the County's online Certified Business utilization tracking system to report monthly subcontractor payment data. Workers' compensation insurance is required, along with commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, and commercial automobile liability insurance of $1,000,000. No pre-bid meeting will be held, and the contract is governed by Oregon state law and Washington County ordinances with exclusive jurisdiction in the Circuit Court for Washington County, Oregon, or Federal District Court for the State of Oregon.
