About this file
This is a Bid Guaranty Form for Washington County, Oregon's Department of Land Use & Transportation related to Project 100762, the NW Turk Road Bridge Replacement (#671374). The form establishes the requirement for a bid guaranty equal to ten percent of the total bid amount, to be provided through a surety corporation authorized to do business in Oregon. The project involves the complete replacement of an existing timber bridge structure over West Fork Dairy Creek with a new 75-foot precast prestressed concrete slab beam bridge, including construction of roadway approaches spanning 370 feet, installation of guardrails and driveway approaches, drainage improvements, temporary and permanent traffic control, and erosion and sediment control measures. The bid submission deadline is April 15, 2026, at 1:00 p.m. through the OpenGov Procurement portal, with public opening and reading via Microsoft Teams. Written questions must be submitted by April 10, 2026, at 5:00 p.m. The contract requires a two-phase schedule with the contractor reopening Turk Road to two traffic lanes no later than 90 calendar days after closure and completing all work by October 15, 2026.
The project is valued between $1,000,000 and $2,000,000. The bid guaranty form specifies that if the submitted bid is accepted and the principal fails to execute the contract and required performance and payment bonds, the guaranty shall be immediately paid to Washington County. The guaranty obligation remains in full force and effect for not less than thirty calendar days from the date of award unless otherwise specified in the Special Provisions. The contract imposes liquidated damages of $500 per day for the first milestone (reopening to two traffic lanes), $1,000 per day for final completion, or $1,200 per day if both periods overlap. In-water work is restricted to July 15 through September 30 for environmental compliance. Washington County will retain five percent of the contract price, though contractors may submit a surety bond in lieu of cash retainage. Bidders must be prequalified by the Oregon Department of Transportation, licensed by the Oregon Construction Contractor's Board, and comply with prevailing wage requirements under Oregon Revised Statutes 279C.840.
