Summary of NW Turk Road Bridge Replacement Bid Documents
Book 2 of the bid documents for the NW Turk Road Bridge Replacement project (#671374) issued by Washington County Department of Land Use & Transportation outlines the special provisions and technical specifications governing this public improvement project. The work scope includes installation of temporary traffic control and erosion control measures, construction of a new bridge over West Fork Dairy Creek on Turk Road, construction of roadway approaches spanning 370 feet with driveways and guardrails, installation of sheet pile retaining walls, placement of Class 200 riprap slope protection, and comprehensive erosion and sediment control installations. The project deliverables encompass a new 75-foot precast prestressed concrete slab beam bridge supported on two bents with pipe pile foundations, asphalt concrete pavement with wearing and base courses, and permanent signing. The project is structured with two critical milestones: reopening Turk Road to two traffic lanes within 90 calendar days of closure and completing all work by October 15, 2026. The in-water work window is restricted to July 15 through September 30 to comply with fish and habitat protection requirements. Electronic bid submission through the OpenGov Procurement portal is required by April 15, 2026, at 1:00 p.m., with written questions due by April 10, 2026, at 5:00 p.m. No pre-bid meeting will be held; however, a mandatory preconstruction conference must occur within 15 calendar days of Notice to Proceed. The contract utilizes the 2024 Oregon Standard Specifications for Construction as modified by these special provisions.
The project is valued between $1,000,000 and $2,000,000, with Washington County retaining five percent of the contract price unless the contractor submits a surety bond under Oregon House Bill 4006 or provides alternative securities. Bidders must provide a bid guaranty equal to ten percent of the total bid amount through a surety corporation authorized to do business in Oregon, and the successful contractor must furnish both performance and payment bonds within ten calendar days of award. Liquidated damages are assessed at $500 per calendar day for failure to meet the 90-day reopening deadline, $1,000 per calendar day for failure to complete by October 15, 2026, or $1,200 per day if both periods overlap. All contractors and subcontractors must comply with prevailing wage requirements under Oregon Revised Statutes 279C.840, effective January 5, 2026, and must maintain workers' compensation insurance and commercial general liability coverage with limits of $1,000,000 per occurrence and $2,000,000 annual aggregate. First-tier subcontractors representing five percent or more of the total project bid or $350,000 must be disclosed within two work hours of bid closing. The project requires compliance with Washington County's Clean Air Construction Standard, mandating registration of applicable diesel nonroad equipment in The Yard compliance portal prior to bid submission. Contractors must be prequalified by the Oregon Department of Transportation, licensed by the Oregon Construction Contractor's Board, and utilize the County's online certified business utilization tracking system for monthly subcontractor payment reporting. The contract is governed by Oregon state law with exclusive jurisdiction in the Circuit Court for Washington County, Oregon, or Federal District Court for the State of Oregon.
