The work encompasses extensive technical tasks including boiler system overhauls, steam system repairs, piping modifications, structural member repairs, forced draft blower maintenance, and various tightness and operational tests across multiple ship systems. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, assessing proposals on price, technical acceptability (including solicitation compliance, labor hours, management/staffing plan, and milestone schedule), and past performance. Offerors must submit proposals by October 16, 2026, at 10:00 AM Japan Standard Time, and must request access to the work specification package through DoD SAFE by October 10, 2025.
This solicitation has no set-aside designation and does not identify any current incumbents or contractors. The contract structure includes two Contract Line Item Numbers (CLINs): CLIN 0001 for the primary repair work package and CLIN 0002 for a growth reservation representing 17.45% of the total proposed cost for CLIN 0001. The period of performance spans from July 21, 2026, through June 20, 2028, providing nearly two years for completion of the extensive repair and maintenance work. The solicitation encompasses 72 specific Task Group Instructions (TGIs) covering comprehensive maintenance activities ranging from boiler inspections and safety valve overhauls to piping system modifications and structural repairs. All work will be performed at the Commander, Fleet Activities Yokosuka Naval Base in Yokosuka, Kanagawa, Japan, with supporting services provided by the Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC).
