About this opportunity
The National Park Service seeks a contractor to rehabilitate the Kawuneeche Visitor Center at Rocky Mountain National Park, Colorado, with proposals due September 9 and questions due September 1. The procurement is a Total Small Business Set-Aside, restricting competition to small business prime contractors.
Place of performance is Rocky Mountain National Park, Grand County, Colorado (elevation 8,726 feet). The project involves comprehensive rehabilitation of approximately 5,000 square feet of historic Mission 66-era building comprising three interconnected nodes: Administrative Wing, Visitor Center with auditorium and exhibits, and Comfort Station. Work includes installation of new electrical, plumbing, telecommunications, ventilation, climate control, fire suppression and alarm systems; building envelope improvements with new insulation and thermally-broken windows; removal and reinstallation of historic wood-slat ceilings; masonry cleaning and repointing; EPDM roofing restoration; ADA compliance upgrades; parking lot repaving; and exterior component restoration per Secretary of Interior Standards for historic preservation. The contractor must provide temporary modular trailers to house relocated NPS staff and visitor services during construction, with weekly cleaning and sewer connections. The contractor is responsible for professional archaeological monitoring, Historic Preservation Treatment Plan preparation, asbestos abatement scope determination based on hazard survey and demolition plans, and site management including snow removal and weed mitigation. The period of performance is 548 calendar days from Notice to Proceed, with work generally restricted between November 1 and May 1 due to climate zone 7 winters reaching minus 30 degrees Fahrenheit. NAICS code is 236220, Commercial and Institutional Building Construction.
Award is estimated between $5 million and $10 million, with a firm fixed-price structure comprising four line items: base rehabilitation (lump-sum), site work (lump-sum), temporary facilities and furniture move (lump-sum), and an option for thermally-broken steel windows (lump-sum). Liquidated damages are $1,420 per calendar day for delays beyond completion. All Federal, State, and Local taxes must be included in proposals. Performance and payment bonds are required within ten days of award.
Required key personnel include Project Manager, Superintendent, On-site Quality Control Specialist, On-site Safety Specialist, and Historic Preservation Treatment Specialist/Firm (positions may be combined). Resumes for Historic Preservation Specialist are subject to NPS approval. Project Experience submissions may reference projects completed within the last ten years, with more recent work rated more favorably. Large business subcontractors must submit a Small Business Subcontracting Plan establishing goals for Small Business (42%), Small Disadvantaged Business (10%), HUBZone (3%), Indian Small Business Economic Enterprises (3%), Service-Disabled Veteran-Owned Small Business (5%), and Women-Owned Small Business (5%). All offerors must submit a Report on Limitation on Subcontracting worksheet and Letters of Commitment from key trade subcontractors (Carpentry, Mechanical, Plumbing, Concrete). Prevailing wage applies under Davis-Bacon requirements with Colorado wage rates established by Department of Labor determination CO20260001 (effective May 18, 2026).
Evaluation uses a Best Value Tradeoff methodology across seven factors: technical approach, key personnel experience, project experience, management approach and project team, schedule, small business participation, and past performance. Small business prime offerors receive maximum credit for the small business participation factor without separate documentation. Submissions are electronic only, with no hard copies required. Amendment 5 (September 5) added updated Drawings, Specifications, and Questions and Answers documents, bringing total Q&A responses to 191 industry questions. Second site visit occurred August 20, 2026 at 11:00 AM.
