About this opportunity
The National Park Service Denver Service Center intends to solicit a firm-fixed-price contract for construction services at Rocky Mountain National Park's Kawuneeche Visitor Center, Colorado, with RFP 140P2026R0057 anticipated for issuance in August 2026 and a pre-proposal conference scheduled for August 6, 2026.
This procurement is set aside for Small Business concerns with a $45.0 million size standard. The project scope includes replacement and upgrade of mechanical, electrical, and plumbing systems; interior alterations and upgrades; and exterior site and building improvements. The Kawuneeche Visitor Center, located north of Grand Lake and serving as the administrative headquarters for the park's western side, is eligible for listing on the National Register of Historic Places; all work must meet Secretary of the Interior Standards for the Treatment of Historic Properties and be integrated into the design.
Construction magnitude is estimated at $5 million to $10 million with an anticipated period of performance of 365 calendar days from Notice to Proceed. Bid, performance, and payment bonds are required. Award will be made under a best-value trade-off process evaluating technical approach, key personnel, project experience, management approach, schedule, small business participation, and past performance; these factors are significantly more important than price. All prospective offerors must maintain active SAM.gov registration with a UEI number. The requirement is currently unfunded but has high expectation of funding availability. The pre-proposal conference includes virtual attendance options. Contact the Contracting Officer, Timothy Burger (timothy_burger@ios.doi.gov), or Contract Specialist, Bruce Beck (bruce_beck@ios.doi.gov), for written inquiries.
Notice text
The Kawuneeche Visitor Center (KVC) is located just north of Grand Lake, Colorado and is the only visitor center located on Rocky Mountain National Park¿s (ROMO) western side, and it also serves as the administrative headquarters for the western side of the park. The facility has been designated as eligible for listing on the National Register of Historic Places and treatment will meet Secretary of the Interior Standards for the Treatment of Historic Properties and integrated into the design. The KVC is currently slated for a complete replacement of interior interpretive exhibits (to be provided and installed by a separate contractor) and as such, interior alterations are necessary. In addition to preparing the visitor center portion for new interpretive exhibits, rehabilitation of the greater facility and site is also necessary in order to replace and update old systems and to correct building code and accessibility issues.
